On Monday afternoon, the mayor of Los Angeles found a ballsy way to fight California’s unprecedented drought:

LA just completed a project at the LA Reservoir to save 300 million gallons of water by deploying shade balls on its surface, saving our city over $250 million dollars while keeping our water clean & safe.

There are now 96 million “shade balls” floating on the surface of the LA Reservoir. They’re made of plastic, the same kind of polyethylene that gallon-sized milk jugs are made of, so they don’t pose a threat to the drinking water, according to the LA Times. They’re designed to keep water from evaporating and are expected to conserve 300 million gallons per year. And at a cost of $35 million, they’re about $250 million cheaper than the alternative, a tarp-like covering.

So, saving California from the drought just takes leadership from someone with a pair of…sorry I’ll just stop now.

You know that feeling you get when you’re watching a scary movie, and something bad is about to happen? The music gets weird, the action starts to slow down, someone says something meaningful like “I’ll always be there for you.” That’s the feeling you might get watching this video from Motherboard about an aging oil pipeline lying at the bottom of the Great Lakes.

Here’s the gist: A company called Enbridge (appropriately evil-sounding) owns a 62-year-old pipeline running between Lake Huron and Lake Michigan along the Straits of Mackinac. The pipeline was originally built to last 50 years and is in questionable shape, but don’t worry — Enbridge says they have everything under control. Sure, the company had 800 spills between 1999 and 2010, according to Motherboard, and yes, one of those spills was the worst inland spill in U.S. history, causing more than 800,000 gallons of oil to spew into the Kalamazoo River in 2010. But no matter — there’s a very nice Enbridge employee in the video who says that the company doesn’t want to have any more spills.

Now, there’s no one I trust more than a giant oil pipeline operator, but this 17-minute video still feels like a teaser for an impending catastrophe. David Schwab, a scientist at the University of Michigan who spoke with Motherboard, says that when currents are at their peak, the amount of water flowing through the strait is 10 times the amount flowing over Niagara Falls. If a rupture occurs, he says, oil will quickly spread into both lakes. And even if Enbridge takes action immediately, Motherboard reports, the best-case scenario would end in a 1.5 million gallon spill.

So let’s consider ourselves warned. Now if there is a spill, we’ll all be that stupid character who went down to the basement to check up on a mysterious noise, when she knew full well that there was a killer on the loose.

What do glaciers have in common with my bank account?

They’re both slowly melting away — sometimes in big chunks, other times at a slow trickle — and both represent existential crises that end in either the demise of humanity or me moving back in with my parents. Which is why I’d like to ignore both of them — you know, ignorance is bliss, what you don’t know can’t hurt you, etc.

Except bliss doesn’t last, and what you don’t know can hurt you — and hurt you and hurt you. So as a grownup, I do, in fact, check my bank account — through scrunched eyes and gritted teeth, but still! — and I would like to know what’s going on with those glaciers, even if I’m making this face the entire time.

The problem is, there’s no online banking equivalent for monitoring melting glaciers. Even scientists don’t always know what’s going on with those giant hunks of world-altering ice. But according to a new study published in the journal Geophysical Research Letters, researchers have figured out a new way to use seismic vibrations to monitor the melting of tidewater glaciers — those that end in the ocean, rather than on land. Here’s more from a press release:

Meltwater moving through a glacier into the ocean is critically important because it can increase melting and destabilize the glacier in a number of ways: The water can speed the glacier’s flow downhill toward the sea; it can move rocks, boulders and other sediments toward the terminus of the glacier along its base; and it can churn and stir warm ocean water, bringing it in contact with the glacier.

“It’s like when you drop an ice cube into a pot of warm water. It will eventually melt, but it will melt a lot faster if you stir that water,” said Timothy Bartholomaus, a postdoctoral fellow at [The University of Texas Institute for Geophysics] and the study’s lead author. “Subglacial discharge provides that stirring.”

Bartholomaus and his colleagues realized that they could use seismic equipment to monitor such subglacial discharge when they were trying to study earthquakes — or “icequakes” — caused by glacier calving and kept detecting mysterious background vibrations. Those vibrations, it turned out, came from meltwater running through the ice.

Landlocked glaciers are easier to monitor because scientists can just measure the amount of runoff in glacial rivers. But if we only monitored landlocked glaciers, it would be like me only monitoring my grocery bill and ignoring rent, student loan payments, and health insurance.

“All of the biggest glaciers in Greenland, all of the biggest glaciers in Antarctica, they end in the ocean,” Bartholomaus said. “We need to understand how these glaciers are moving and how they are melting at their front. If we want to answer those questions, we need to know what’s occurring with the meltwater being discharged from the glacier.”

So while I go check my bank account, you grit your teeth and stare at this picture of the Yahtse Glacier in Alaska. All that brown water at the top is meltwater runoff.

The citizens of Toledo, Ohio, have embarked upon their new summer ritual: stocking up on bottled water. For the second straight year, an enormous algae bloom has settled upon Lake Erie, generating nasty toxins right where the city of 400,000 draws its tap water.

It’s a kind of throwback to Toledo’s postwar heyday, when the Rust Belt’s booming factories deposited phosphorus-laced wastewater into streams that made their way into Lake Erie, feeding algae growths that rival today’s in size. But after the decline of heavy industry and the advent of the Clean Water Act, there’s a new main source of algae-feeding phosphorus into the beleaguered lake: fertilizer runoff from industrial-scale corn and soybean farms. But there’s still much more to do. Drop of Light/Shutterstock t’s finally here, the biggest climate action of Obama’s presidency: On Monday morning, the EPA will issue a final Clean Power Plan rule that will, for the first time, govern carbon emissions from power plants. And it’s stronger in several ways than the draft plan that was released in June 2014. The White House began bragging about its accomplishment on Sunday. First it released a feel-good video. Then there was a press call with EPA Administrator Gina McCarthy. On Monday, President Obama himself will speak about the plan. Even before any of that, the accolades from environmental and public health groups started rolling in. Carol Browner, former EPA administrator and now chair of the League of Conservation Voters, was typical in calling it “a visionary policy that sets our nation on the path to cleaner, renewable energy for the future.” Here’s why: The Clean Power Plan, assuming it survives legal challenges, is set to reduce carbon dioxide emissions from power plants by 32 percent from 2005 levels by 2030. It’s the biggest component of Obama’s Climate Action Plan, and the centerpiece of any realistic program to meet our emission-reduction pledges from the 2009 Copenhagen Accord and the intended targets we have outlined ahead of the Paris climate talks that will take place later this year. Here’s How Much Water Golf Courses, Ski Resorts, and Pools Are Using in California

California residents have gotten used to gentle coaxing to save water: ads urging residents to “Make It a Quickie” when showering and restaurants withholding water unless it’s ordered, for example.

But it wasn’t enough: This spring, Gov. Jerry Brown mandated water use reduction for the first time in California’s history. Starting in June, cities and towns were required to cut water use by 25 percent. Although no one has estimated the specifics of the state’s water use since 2003, officials predict that the cuts will save nearly 500 billion gallons of H2O over nine months—enough for all Los Angeles homes and businesses for about two years.

So far, the reductions have been a success: Officials recently announced that the state beat its goal in June, reducing municipal water use by 27 percent. It’s up to local agencies to figure out how best to reach the goal—most have targeted regulations on outdoor use, since half of the water consumed by California homes goes to lawns and gardens. Los Angeles “water cops” ticket those who water their lawns on the wrong day; the city is also issuing rebates for those who replace their lawns with drought-tolerant plants. Many agencies are simply fining residents who exceed monthly limits.

These changes are making a dent, but there’s no denying that home water use is a drop in the bucket compared to California’s thirsty outdoor businesses. Farms, of course, are the state’s biggest water user, consuming 80 percent of the state’s developed water. They were excluded from the 25 percent water reduction rule, but they’ve suffered region-specific cuts of their own, and, in some cases, are fighting back.

Of the thirsty nonagricultural businesses, golf takes the lead: The average Palm Springs golf course uses the same amount of water in one day that a family of four does in five years. The 123 golf courses in the Palm Springs area use nearly a quarter of the region’s groundwater.

The good news: Even the golf industry is coming around; more and more courses are using recycled water, leaving zones off the fairway unwatered, and taking advantage of drought tolerant landscape rebates.

Good News, Bad News: Your Almond Milk May Not Contain Many Almonds

Still chugging almond milk, despite everything we’ve told you this past year? There’s some good news: you may not be destroying the environment as much as you’ve continued to not care about. Why? Because of the bad news: you are likely getting duped.

According to a new lawsuit, Almond Breeze products only contain 2 percent of almonds and mostly consist of water, sugar, sunflower lecithin, and carrageenan, the blog Food Navigator reports. Almond Breeze is among the top five milk substitute brands in the country.

The class action lawsuit, filed by two unhappy almond milk drinkers in the US District Court in New York earlier this month, seeks $5 million in damages from the products’ distributor, Blue Diamond Growers.

While Blue Diamond Growers doesn’t label how much of a percentage of its milk is made from almonds, plaintiffs Tracy Albert and Dimitrios Malaxianis say the company is misleading consumers by its claim on the front of the package that it is “made from real almonds.”

Water-wasting and now potentially deceptive, if you needed one more reason to lay off the almond milk, here it is.

The Best Golfers in the World Are Playing on a Poop-Watered Course

This weekend, the world’s most accomplished golfers have gathered at Chambers Bay on Washington state’s Puget Sound for the most challenging golf major of them all—the US Open Championship. The course’s difficulty and Scotland-style “links” layout has been the talk of the golfing world, as have the unique grasses used on the fairways and greens. Indeed, even the most fair-weather of golfing fans will notice the course is much browner than the typical sites for golf championships. Ever-fussy golfers are already complaining, but the landscaping of Chambers Bay is a win for the environment.

According to the Alliance for Water Efficiency, a typical golf course soaks up between 100,000 and one million gallons of water a week; golf courses in California’s Palm Springs use on average 800,000 gallons per day—more water than an Olympic-sized swimming pool. Golf resorts in dry states facing government-mandated water reductions and drought-shaming have begun to find ways to use recycled water and minimize the area they irrigate.

Chambers Bay—located in a region that’s also suffering from drought—aims to change golf courses’ wasteful reputation. The course is irrigated with reclaimed wastewater and fertilized with sewage from a nearby treatment plant. The groundskeepers landscape with native plants and have cleaned up land and marine habitats for local wildlife. Oh, and that brown grass everyone is fussing over? That’s Fescue, a drought resistant grass well-adapted to the relatively cool climate of Western Washington.

Ed Osann, who heads the water efficiency team at the Natural Resources Defense Council, praises efforts like those Chambers Bay have made—especially the fertilizer trick. Taking potable drinking water and spreading it on the ground, he says, simply “doesn’t make sense.”

Chambers Bay wasn’t always this way.

California Has Cut Water to Some Farmers. What Exactly Does That Mean?

The latest windfall to California’s legal community came Friday, when the State Water Resources Control Board announced it was cutting certain historical water rights—held by some farmers, communities, and companies for more than a century. In a normal state with a normal drought, this wouldn’t be too much of an issue. But California water policies are so old (and so unsuited to the state’s desert ecosystem) that they might be outside the jurisdiction of the present-day water board. With barely a weekend for curtailment news to simmer, the summer air is already thick with lawsuit rumors.

“California has the most complex system of water rights in the world,” says Buzz Thompson, a legal expert in said system at Stanford University. The state’s problems trace back to its earliest days. In order to take the stress out of drafting up a constitution from scratch, California’s founders adopted English Common Law, and customized it with caveats to fit their needs. Unfortunately, they didn’t bother amending the Common Law rules on water allocations.

The English, and thus Californians today, used a system called riparian law: You are allowed to use a reasonable amount of any tributary, creek, stream, or river that abuts or bisects your land. This worked great in rainy England, veined with waterways. “That type of system of makes no sense in California,” says Thompson, “because there is a lot of land through which no river or stream passes.”

If you want water to run through your land in California, you have to dig a path for it yourself. The necessity of canals and pipes led to an irrigation-based water rights system called prior appropriation. Under this system, you are allocated a reasonable amount water from the source from whence you diverted, as long as you put it to good use.

Here’s where things get ridiculous. The system for establishing rights to those flows was—prior to 1914—absolutely bananas, leading to a lot of inappropriate water usage in a state that was, and remains, essentially a desert.

To lay claim to running water back then, all you had to do was post and record a notice of the diversion. In 1901, the mayor of San Francisco used this law to claim the Tuolumne River by posting a note on a tree. The state finally figured out its own water scarcity in 1914, when it passed a law requiring any new claims to submit an application to a state-controlled board (now known as the State Water Resources Control Board).

Literally kept in an old safe in the back room of an office building in Sacramento, these slips of paper determine how much water each rights-holder is due. More importantly, they determine the order in which the rights holder gets to drink. And that’s determined historically: First in line, first in law. “The whole system was created through action on the ground rather than someone making a legal regime and then codifying the system,” says Leon Szeptycki, the director of the Water in the West program at the Stanford Woods Institute for the Environment.

Setting up a first come, first serve water system in a desert is pretty insane. (For one thing, it creates an uneven patchwork of water haves and have-nots.) What’s crazier is that political pressures at the time meant the pre-1914 allocation and riparian rights got grandfathered right past the whole thing. That’s right: There are people in California whose right to water came from putting a piece of paper on a tree, and those rights are some of the most senior in the state. And they don’t just belong to people. Corporate farming conglomerates, sprawling rural irrigation districts, several cities, and even the state’s Department of Fish and Wildlife have pre-1914 water rights.

Which brings us to last Friday. This move restricts access to water rights holders whose claims date from 1903 to 1914. (The state had already curtailed all post-1914 rights). Thompson says the agency’s move is both expected and incredibly historic. Expected because without precipitation the state is forced to cut off water from senior rights holders. Historic because the State Water Resources Control Board is a fairly cautious agency that does not like being sued.

“The most important thing about the most recent curtailment order is it reflects the depth of our current drought,” he says. In response to Friday’s announcement, many of the pre-1914 rights holders announced plans to sue the water resource board because their rights predate the existence of the board. In fact, the State Water Resources Control Board’s charter states that it only controls permits that come after 1914.

On the other hand, the board’s charter does not prevent it from curtailing pre-1914 rights, neither riparian nor appropriated. Further, there are several state statutes giving the board the authority to police both reasonable uses of water and illegal diversions. “Those statutes as well as other legislative and legal decisions I think provide the board sufficient authority to issue the type of curtailment orders that they did,” says Thompson.

And as long as the drought continues, these curtailments will continue to reach back in time; all the way to the most senior rights holders, whose allotments trace back to the Gold Rush.

But even though Governor Brown teased an overhaul of the state’s allocation system earlier this year, legal experts doubt this is possible. That’s because California’s water rights knot is enshrined in the state’s constitution. Any challenges would probably have to be backed up at the federal level.

Caught between the calcified reality of the drought and the calcified words in the state’s constitution, the curtailments will probably continue—and the lawsuits will follow. And like we’ve said before, any explanation of California’s drought is always incomplete. Even if the state does win its case, enforcing the curtailments is an entirely different dilemma, with woefully outdated and outclassed methods of tracking water. These conflicts aren’t going away anytime soon. Which reminds me: Feel free to tell your kid to study water law too.
