What the U.N.’s new climate report says about North America

Global warming is a global crisis, but the effects of climate change are being felt differently in different corners of the globe. The latest report from the U.N. Intergovernmental Panel on Climate Change warns of a world wracked by hunger, violence, and extinctions. But the IPCC also dedicates chapters to impacts that are underway and anticipated in individual regions and continents.

For North America, the report states there is “high confidence” of links between climate change and rising temperatures, ravaging downpours, and declining water supplies. Even if temperatures are allowed to rise by just 3.6 degrees Fahrenheit (2 C), which is the goal of current international climate negotiations (a goal that won’t be met unless everybody gets a lot more serious about curbing greenhouse gas pollution), such severe weather is going to get a lot worse.

North America’s coastal regions will continue to face a particularly long list of hazards, with climate change bringing growing risks of “sea-level rise, warming, ocean acidification, extratropical cyclones, altered upwelling, and hurricanes and other storms.”

Here are some highlights from the North American chapter of the IPCC’s new report:

Observed climate trends in North America include an increased occurrence of severe hot weather events over much of the US, decreases in frost days, and increases in heavy precipitation over much of North America …

Global warming of approximately 2°C (above the pre-industrial baseline) is very likely to lead to more frequent extreme heat events and daily precipitation extremes over most areas of North America, more frequent low snow years, and shifts towards earlier snowmelt runoff over much of the western US and Canada. Together with climate hazards such as higher sea levels and associated storm surges, more intense droughts, and increased precipitation variability, these changes are projected to lead to increased stresses to water, agriculture, economic activities and urban and rural settlements.

The following figure from the report shows how temperatures have already risen — and how they are expected to continue to rise in different parts of the continent under relatively low (“RCP2.6″) and high (“RCP8.5″) greenhouse gas pollution scenarios:

And this figure shows that rain and snow are falling more heavily in parts of central and eastern U.S., but that the changes are more mixed in the West:

Africa. This already overheated continent can expect to experience faster warming than other parts of the world – we’re talking about as much as 11 degrees F of warming by the end of the century. Couple that with worsening water shortages in many areas and more severe floods, and many Africans are staring down a hellish long-term weather forecast.

Europe. Worse floods and droughts, peppered with brutal winter winds over Central and Northern Europe.

Asia. A bento box of impacts varying widely across the region. Water shortages and rising seas are among the big worries. Farmers in some countries might benefit, but rice growers will generally find it more difficult to feed Asia. “There are a number of regions that are already near the heat stress limits for rice,” the chapter states.

Australasia. Crikey, them cyclones are gonna hit Down Under harder than a ‘roo on a bonnet. And that’s not all. Fires, heat waves, and flooding will continue to get worse in many areas of Australia and New Zealand.

Central and South America. Temperatures will continue to rise, and rain and snow will fall harder in some places but grow scarcer in others. The Andes will continue to lose snow.

Polar Regions. As the poles melt and grow more balmy, new biomes will appear. The report notes that the “tree line has moved northward and upward in many, but not all, Arctic areas … and significant increases in tall shrubs and grasses have been observed in many places.” Which sounds like a good thing, except that the melting permafrost is unleashing climate-changing methane.

Small islands. Those island bits that remain above sea level will be buffeted by salty floods, which will make freshwater harder to come by. The coral reefs that foster the ecosystems that support the livelihoods of islanders will continue to bleach and die.

The ocean. Three words: acidic rising seas.

I hopped on the bus around the corner from my house, then the train for a few stops farther. I took mass transit because it was convenient, because my card was already preloaded with the cash that diverts from my paycheck, and because the ride gave me 20 minutes to start the day browsing Twitter. Baked into this decision, however, were a number of other nearly subliminal calculations about the alternatives not taken. I did not drive the car (yes, my household has a car) because downtown Washington, D.C., is a hot mess at rush hour, and because parking near the office costs the equivalent of a fancy hamburger a day. I did not bike because it was snowing. (Again.) And I did not walk because the distance was too far. My commuting choices — just like everyone’s — are the sum of the advantages of one transportation mode weighed against the downsides of all other options. Or, more succinctly: my feelings about the bus are mediated by what I’m thinking about my car. At a macro level, this decision-process implies that there are two ways to shift more commuters out of single-occupancy vehicles and into other modes of transportation, whether that’s biking, carpooling, walking, or transit. We can incentivize transit by making all of those other options more attractive. Or we can disincentivize driving by making it less so. What’s become increasingly apparent in the United States is that we’ll only get so far playing to the first strategy without incorporating the second. Read the rest at Atlantic Cities. Drought-plagued California tries to drink the ocean (hold the salt)

Despite the pugnacious storms that had California on the ropes this past weekend, the state is still in the middle of a record-making drought. The snowpack in the Sierra Nevada Mountains is well under half its usual level for this time of year, and there’s almost certainly no way to catch up this late in the season.

Enter the ongoing construction of 17 desalination plants across the state. A $1 billion plant being built in Carlsbad, Calif., expected to be ready by 2016, will pump 50 million gallons of drinkable water out of the ocean daily — making it the largest such facility in the Western Hemisphere. Another project underway near San Francisco (a discount at only $150 million) could supply 20 million of the 750 million gallons of water guzzled daily in the Bay Area by 2020.

Desalination involves sucking up seawater and pushing it at high pressure through a series of very thin membranes, to strip away the salt and ocean gunk. Water purists (ha) know it as reverse osmosis. It’s not an ideal process, since it uses an enormous amount of energy to turn about two gallons of seawater into one gallon of potable water, plus there are the aforementioned ocean gunk leftovers, but it does keep working rain or shine. A spokesperson for the Carlsbad plant describes it as “droughtproof” — a tantalizing prospect that would probably have Californians salivating, if they could spare the spit.

Instead, we can measure excitement by the uptick in investment. Currently there are only three small desalination plants operating in the state, including one that provides all the water to aptly named Sand City since 2010. By “all the water,” we mean “enough for the 334 people who live there.” From the San Francisco Chronicle:

“It’s a miracle how we managed to get this plant,” said Sand City Mayor David Pendergrass. “If we didn’t have it, the whole area would be in trouble. We’re not under any rationing here, but then we’ve been practicing conservation for years already, so we are responsible about our water use.

“I would absolutely recommend desalination for other areas.”

Of course, the miraculous transmutation of Pacific brine to sweet freshwater comes with a price — the literal one, but also a load of energy, carbon emissions, hapless sea creatures siphoned up intake tubes, and extra salt and miscellaneous water treatment chemicals flushed back into the ocean. Some plants in progress have been stalled by these concerns. Many environmentalists and/or spendthrifts argue that it makes more sense promote water conservation and recycling before turning to expensive alchemy, but water officials still aren’t convinced that will be enough. Jeffrey Kightlinger, the general manager of the Metropolitan Water District of Southern California, says the district has invested in conservation and recycling, and it has helped, but the region still needs more water to meet demand. That’s always been the case in arid California, but it’s even more so now.

“There are two things that are changing the landscape for us,” he says. “One is we’ve grown a lot. We’re doing water for nearly 40 million people statewide. The second thing that really changed is climate change. It’s real. And it’s stressing our system in new ways.”…

“We don’t have time to rehash the same debates over and over and over again. We’re going to have to start investing in things for the future,” Kightlinger says.

Even if cheap, renewable energy sources could theoretically power desalination plants without producing a lot of extra ocean pollution, desalination is not going to solve all the state’s water problems in one fell swoop. Weaning So Cal off water imported from other areas would mean building a Carlsbad-scale plant every four miles along the coast, which adds up to 25 plants just between San Diego and L.A. With so many people and so little water, no solution is going to work without significant cuts in wasted water.

Whether these facilities are a good investment, or at least a bearable compromise, will have a lot to do with what havoc climate change decides to wreak on the coastal state in the coming decades. If this drought is a sign of climates to come, California may not be the only state to run on desal.

A World of Water, Seen From Space

Space agencies across the planet launch the most ambitious plan yet to understand how the world’s water works. The GPM Core satellite launches from Japan on Thursday, February 27. Bill Ingalls/NASA. Late last week, from a launch pad at the Tanegashima Space Center in southern Japan, a rocket shot toward space. Nestled inside it was an amalgam of solar arrays and communications equipment and propulsion instruments, all of them cobbled together in the utilitarian-chic manner favored by aerospace engineers—one more satellite for the growing constellation of man-made objects sent to orbit, and observe, the Earth. NASA calls this latest satellite the Global Precipitation Measurement Core Observatory. I propose we call it, to make things simpler for ourselves, “Core.” Core is, technically, a weather satellite, built to observe the workings of the Earth from beyond its bounds. But it’s more complex than a traditional satellite: Core gets its name from the fact that it is the central unit in a network of nine satellites studded across the exterior perimeter of the Earth, contributed to the cause by various countries and space agencies. Their job? To analyze the planet’s water, from beyond the planet. The Global Precipitation Measurement project, with Core as its central piece of orbiting infrastructure, will provide observations of the world’s snowfall and rainfall and cloud patterns, across a network, at three-hour intervals.
