GOP Sen. Kelly Ayotte Backs Obama’s Climate Change Plan

Facing a tough re-election bid, Ayotte stakes out a moderate position on power plants. Jacquelyn Martin/AP Sen. Kelly Ayotte (R-N.H.) came out in favor of the Obama administration’s effort to cut carbon pollution by power plants on Sunday, bucking Senate leadership that has worked to derail the emissions plan. The Obama administration announced final regulations on emissions from both new and existing power plants in August. Dubbed the Clean Power Plan, the rules are part of the administration’s larger push to curb emissions that cause climate change. The Clean Power Plan has faced opposition from many conservative politicians. In supporting the rules, Ayotte cited the work her state has already done to reduce emissions. Canada’s New Prime Minister May Be a Liberal—But He Still Loves the Keystone Pipeline

Justin Trudeau is better on climate than Stephen Harper. But he’s no Barack Obama. Sean Kilpatrick/The Canadian Press/AP Well before his stunning victory in Canada’s elections, Justin Trudeau, the Liberal party leader, telephoned David Suzuki, the country’s best-known science broadcaster, environmentalist—and a national treasure—to ask for his endorsement. The conversation did not go well. Suzuki admitted to journalists he called Trudeau a twerp, and the Liberal leader dismissed his critique of the party’s climate policy as “sanctimonious crap.” Those hoping for a U-turn in Canada’s climate change policy after Conservative Prime Minister Stephen Harper’s crushing defeat are in for a reality check. Trudeau has repudiated Harper’s vision of Canada as an “energy superpower,” promised to reverse devastating cuts to government science budgets, and fix the country’s reputation as a carbon bully in international climate negotiations. But it would be a mistake to see Trudeau or the Liberals as climate champions. 3 Reasons Why Bernie Sanders Is Being Overly Pessimistic About Climate Action

The world can’t wait for campaign finance reform. And it doesn’t have to. Albert H. Teich/Shutterstock One doesn’t think of Bernie Sanders, with his ambitious proposals to provide free public college tuition and Medicare for all Americans, as someone whose imagination is unduly constrained by political reality. Yet when it came to climate change in Tuesday night’s Democratic presidential debate, Sanders was surprisingly pessimistic. “Nothing is gonna happen unless we are prepared to deal with campaign finance reform,” said Sanders, “because the fossil fuel industry is funding the Republican Party, which denies the reality of climate change and certainly is not prepared to go forward aggressively.” Is that true? Is climate action impossible without first getting corporate money out of politics? If so, that’s discouraging for climate hawks. Enacting campaign finance reform would be at least a five-step process: Elect a Democrat president. Luck into a conservative Supreme Court justice leaving the Court while that Democrat is president. Appoint a replacement. Have that judge join the Court’s existing liberal wing in overturning Citizens United v FEC. Then have the very same corporate-funded Congress vote to reform the system that got them elected. The world cannot wait that long to deal with climate change. But it shouldn’t have to. Sanders’ analysis is overly pessimistic for three reasons: 1. He is thinking like a legislator, not a president. There is a lot the president can do to reduce emissions substantially in the next decade or so under existing laws. As I explained on Thursday, Sanders and Hillary Clinton have not yet explained in detail how they would use the Clean Air Act to reduce emissions. Will they regulate carbon emissions from other sources besides power plants, and tighten methane leakage regulation on fracking wells, as Martin O’Malley proposes? Will they ban fossil fuel extraction on federal land? As president, they could do those things, and more, thereby reducing emissions enough to meet the near-term goals we’ll lay out in any global climate agreement reached in Paris this December. Farming in the Sky

Why agriculture may someday take place in towers, not fields. chipmunk_1/Flickr A couple of Octobers ago, I found myself standing on a 5,000-acre cotton crop in the outskirts of Lubbock, Texas, shoulder-to-shoulder with a third-generation cotton farmer. He swept his arm across the flat, brown horizon of his field, which was at that moment being plowed by an industrial-sized picker—a toothy machine as tall as a house and operated by one man. The picker’s yields were being dropped into a giant pod to be delivered late that night to the local gin. And far beneath our feet, the Ogallala aquifer dwindled away at its frighteningly swift pace. When asked about this, the farmer spoke of reverse osmosis—the process of desalinating water—which he seemed to put his faith in, and which kept him unafraid of famine and permanent drought. Beyond his crop were others, belonging to other farmers, so that as far as the eye could see were brown stretches of newly harvested cotton plants. When I think of the potential ills of contemporary agriculture, I think of this farm, a 19th-century crop taken to its 21st-century logical limit, organized largely the same way it was two centuries ago—only with less human labor, and over a much bigger expanse. Climate Change Blamed for Severe Drought Hitting Vietnam’s Coffee Crops

Exports drop 40% as world’s second-biggest coffee exporter suffers rising temperatures and drought, combined with effects of deforestation, land degradation and depleted water resources caused by decades of growth. Wikimedia Commons The last time Nguyen Van Viet saw water in his well was almost four months ago. The 44-year-old has farmed coffee in central Vietnam for two decades and says that’s never happened before. “This is the worst drought I’ve seen in over a decade,” Viet, told the Guardian. “Some people don’t have enough water to drink.” For Viet and millions of other coffee farmers, this season has been disastrous. A prolonged drought has affected all five provinces in Vietnam’s Central Highlands – a region that produces 60% of the country’s coffee. “Normally, in March or April, it should start rain, but this year it hasn’t rained until now,” Viet said. “Over the years I’ve realised it’s getting harder to grow coffee mostly because lack of water. The temperatures are getting higher and higher and the rainfall is less.” Viet says he’s lost almost 4,000 sq meters of coffee crops on his five-acre farm in Dak Lak, a province responsible for 30% of total coffee harvests last year. At least 7,000 acres of coffee plants have died there since March, according to the provincial Ministry of Agriculture and Rural Affairs.
