WATCH: Is This Man the Greenest Governor in America?

If Jay Inslee succeeds in his ambitious climate and energy goals, the impacts will extend far beyond Washington state. When Jay Inslee was elected governor of the state of Washington in November of 2012, climate campaigners rejoiced. As a congressman, Inslee had a top-tier environmental record, and not just that: He knew climate and clean energy issues inside-out. The co-author of the 2007 book entitled Apollo’s Fire: Igniting America’s Clean Energy Economy, he also worked closely on the 2009 passage of cap-and-trade legislation in the US House of Representatives and was a co-founder of the House’s Sustainable Energy Caucus. No wonder that upon his election in Washington, the League of Conservation Voters declared that Inslee was poised to become “the greenest governor in the country.” Sure enough, Inslee’s term got off to a great start: Last October, he joined the governors of Oregon and California and the Premier of British Columbia in endorsing the Pacific Coast Action Plan on Climate and Energy which pledges that those states (or, in BC’s case, that province) will set a consistent price or cap on carbon dioxide emissions (something California and British Columbia have already done), adopt low-carbon fuel standards, and more. But there’s just one problem: Shortly after Inslee’s election, two Democrats elected to caucus with the Republican minority in the Washington state senate, thus thwarting what otherwise would have been a Democratic majority in both houses. Instead of holding a 26-23 majority in the Senate, Democrats instead became a de facto 25-24 minority. And that razor-thin edge in the Washington state Senate is currently blocking Inslee from achieving many of his objectives. The partisan tension became apparent with Washington state’s Climate Legislative and Executive Workgroup, or CLEW, a bipartisan panel composed of two Republican and two Democratic legislators, along with Inslee as a non-voting member. Their task was to recommend a set of policies that would let Washington state adhere to greenhouse gas emissions goals that had been enacted in 2008: a reduction to 1990 emissions levels by 2020, then 25 percent below those levels by 2035, and finally, fifty percent below by 2050. The workgroup convened sessions and public deliberations around the state—but reached no bipartisan consensus. “We had over 900 citizens come out speaking overwhelmingly in favor of climate action, and close to 10,000 comments,” says Becky Kelley, deputy director of the Washington Environmental Council. “So, evidence that people really are calling for action.” Yet the Democrats and Republicans on the working group could not find common ground. They issued two separate reports, with the Democrats and Inslee endorsing strong climate action and the Republicans suggesting a variety of options, but not a central policy to cap greenhouse gas emissions, citing a “currently insufficient analysis of costs.” There has been more friction on the issue of a proposed low carbon fuel standard. In a January 2014 letter, Inslee charged Republican State Senator Curtis King, who co-chairs the Transportation Committee, with having misrepresented the governor’s policy goals by incorrectly labeling the standard a “tax.” In fact, the idea is to require a gradual reduction in the carbon content of fuels through a variety of means, ranging from blending in biofuels to encouraging more electric vehicles. “There is no element of a clean fuels standard that could in any way be called a ‘tax,’” wrote Inslee, later adding that a standard “would include cost containment measures to ensure that fuel prices are not significantly affected.” King responded by asking Inslee to “categorically deny” any intention to impose a fuel standard by executive action, in effect bypassing the legislature. King later charged that Inslee “refuses” to take this option off the table. And even as Inslee faces Republican resistance at home, his climate action partners may be growing a little impatient. British Columbians, for instance, have already put a price on carbon through a carbon tax, and are waiting for their southern ally to catch up to them. In the meantime, there are frequent charges that drivers who go across the border into Washington to gas up are partially undermining the tax’s effectiveness, and at least some evidence that this is happening, at least to a modest extent. All of which underscores that if Washington acts strongly on climate, the impact will extend far beyond Washington. For the state will be strengthening and reinforcing what California and British Columbia have already done, and the more these Pacific coast states are unified, the more the United States and even the world will have to take notice. “The sense is that if the west coast as a bloc acts, if we’ve got real climate policy from BC to Baja, that’s the world’s fifth largest economy,” says Kelly of the Washington Environmental Council. In the meantime, though, Inslee’s position within his state is much like that of President Barack Obama nationally, observes David Roberts of Grist magazine. “He wants to act, but he’s got no Republicans in the legislature on his side,” says Roberts, “so if he gets anything done, it’s going to be through executive powers.” So what happens next? Eric de Place, policy director of the Sightline Institute, a Seattle-based environmental think tank, thinks that if gridlock persists beyond 2014, there’s a chance that a citizen-led ballot initiative in Washington state could allow the public to vote directly on how to curb carbon emissions. Before, that, though, he thinks that Inslee may ultimately try to opt for a policy, like a carbon tax, that might be made palatable to state Republicans: The tax could be designed so that the revenue that it brings in would go towards other state budget shortfalls, such as in the transportation sector and in education. In his inaugural address as governor, Inslee declared that on leading the nation in green policy, “It is clear to me that we are the right state, at the right time, with the right people.” But now, that delicate balance may have shifted. “I’m certain the governor feels that not enough is getting done on climate action,” says Eric de Place of the Sightline Institute. Frame Climate Change as a Food Issue, Experts Say

As IPCC report warns of climate impact on food security, researchers are looking at whether talking about food could break political deadlock on global warming. Reframing climate change as a food issue as the world’s leading scientists did this week could provide an opportunity to mobilise people, experts say. Academics and campaigners were already looking at food as a way to better connect with public on climate change when the Intergovernmental Panel on Climate Change (IPCC) released its finding on declining crop yields. The report warned: “All aspects of food security are potentially affected by climate change.” It said negative impacts on yields would become more likely in the 2030s. The definitive report arrives at a time when researchers are actively looking at whether talking about climate change through the prism of food would help break through US political deadlock. Eight of the 10 costliest hurricanes in U.S. history have occurred in the past decade, adjusting for inflation, at a staggering toll of more than $200 billion in losses. Sea level rise along the eastern seaboard is happening at the fastest rate in the world. Disaster experts have plenty of good ideas for ways to prepare for the unfolding crisis, but it’s hard to find legislators willing to think long-term. Welcome to disaster politics in the 21st century. Lawmakers continually prepare for the previous disaster. Witness the overhaul of nuclear power regulation after Three Mile Island or overwhelming reforms to counterterrorism after Sept. 11, 2001. Similarly, it was only in the wake of Hurricane Katrina that lawmakers began to discuss serious reforms to the bankrupt National Flood Insurance Program, a government-backed system created in 1968 for homeowners living in flood-prone areas. It took until the summer of 2012 for Congress to pass the bipartisan Biggert-Waters Flood Insurance Reform Act, a bill aimed at restoring the NFIP to solid financial health. One Reason It May Be Harder to Find Flight 370: We Messed Up the Currents

How climate change factors into the search for the missing Malaysia Airlines flight. A photo released on March 20 by the Australian Maritime Safety Authority shows satellite imagery of objects that may be debris of the missing Malaysia Airlines Flight MH370. Australian Maritime Safety Authority Scientists say man-made climate change has fundamentally altered the currents of the vast, deep oceans where investigators are currently scouring for the missing Malaysian Airlines flight, setting a complex stage for the ongoing search for MH370. If the Boeing 777 did plunge into the ocean somewhere in the vicinity of where the Indian Ocean meets the Southern Ocean, the location where its debris finally ends up, if found at all, may be vastly different from where investigators could have anticipated 30 years ago. The search of 8,880 square miles of ocean has yet to turn up signs of the missing flight. Even if the fragments captured in satellite images are identified as being part of the jet, which Malaysian officials say deliberately flew off course on March 8, investigators coordinated by the Australian Maritime Safety Authority will still have an enormous task to locate remaining parts of the plane and its flight recorders. Among the assets deployed in the search—including a multinational array of military and civil naval resources—are data modelers, whose task will be reconciling regional air and water currents with local weather patterns to produce a possible debris field. “Data marker buoys” are being dropped into the ocean to assist in providing “information about water movement to assist in drift modeling,” John Young from the Australian Maritime Safety Authority told a press conference in Canberra on Thursday. While longer-term climate shifts are unlikely to play into day-to-day search and rescue efforts, these large climate-affected currents—among them the Antarctic Circumpolar Current, the world’s most powerful ocean system—are an essential factor in oceanographers’ understanding of the literal undercurrents of search operations. According to interviews with three climate scientists who specialize in the region of the world where investigators are focusing their search, the winds of the Southern Indian Ocean bordering the Southern Ocean have been shifting southwards and intensifying over the last 20 to 30 years, in part due to a warming atmosphere and the hole in the ozone layer. Ocean currents are also tightening around Antarctica, shifting whole climate systems towards the South Pole. “Both the ozone hole and greenhouse gases are working together to change the winds over the Southern Ocean.” Two currents impact this area of the ocean: the Antarctic Circumpolar Current, which races almost unbridled around the bottom of the world, and the Indian Ocean Gyre, which swirls around the outskirts of the Indian Ocean, including up the west coast of Australia. The potential plane debris spotted via satellite is in “this sort of boundary between the circumpolar current and the gyre; both of those currents are shifting south,” says Steven Rintoul, an expert on the southern oceans with Australia’s foremost scientific research agency, the Commonwealth Scientific and Industrial Research Organisation (CSIRO)​, in Hobart. “And it looks like that’s largely due to human activities, but not just greenhouse gases. Both the ozone hole and greenhouse gases are working together to change the winds over the Southern Ocean.” The debris is being searched for in “the boundary between the circumpolar current and the gyre,” says the CSIRO’s Steven Rintoul. Google Earth/NASA Unlike the current patterns of the Northern Hemisphere oceans, where scientists have a lot more historical data to rely on, this southwards shift was a pattern only first detected by satellite starting in the early 1990s. “Over the 20 years, since 1993, we’ve seen the current shift southward by about half a degree of latitude, or about 30 or 40 miles or so, on average,” Rintoul says. That may not sound like a lot, but it has substantially altered our understanding of the oceans here. Previously, it was thought these mega-currents were locked into the trenches and mountains of the deep sea floor, says Rintoul, in the same way poured molten metal must conform to a mold. “It was a surprise to see them shifting at all. In some regions the shifts are much greater, up to 400 miles.” As winds and ocean currents have been driven south, there have been alarming side effects, says Rintoul. “We have seen changes in the last few years that even 5 or 10 years ago we would have thought highly unlikely,” he says. The sea is hotter, for example, and less salty: “There’s warming, and freshening of the deep ocean and the surface ocean, shifts in the latitude of the major currents, and changes in the ice driven in part by the wind, and in part by the ocean.” These shifts are happening in oceans that are vital to understanding our global climate system, says Joellen Russell, an associate professor in biogeochemical dynamics at the University of Arizona who has explored and studied the southern oceans. The ocean currents here are so powerful, because the water column is so deep—between 1.2 to 2.5 miles—and so consistently cold: “It’s the one place that the deep abyssal waters—apart from the North Atlantic—connect to the surface,” she says. “This is where you see the lungs of the ocean working, where you get oxygen in, and you bring up carbon-rich and nutrient rich waters to the surface. It’s what makes it so productive.” The Antarctic Circumpolar Current transports 130 million cubic meters of water per second eastwards. The next most powerful current, the Gulf Stream, carries around 40 million per second, Russell says. But it’s that very deepness, coldness, and power that allows these oceans to absorb so much of the heat that manmade climate change is generating. “The Southern Ocean takes up something like 70 percent—plus or minus 30 percent—of all the anthropogenic heat that goes under the ocean,” says Russell. “This is one of the few areas of the global ocean that is immediately and definitely playing a role in the temperature on land, because it’s taking up all this anthropogenic heat and carbon. The whole ocean is doing that, but here it’s doing it more than it ought to, which is giving us a moment of grace.” “This is one of the few areas of the global ocean that is immediately and definitely playing a role in the temperature on land.” The westerly winds here have increased by about 20 percent over the last 20 years, according to Russell’s 2006 investigation into the trends, messing with the overall system that we rely on for our climate stability—and potentially shortening this so-called “grace” period where the oceans are giving us a helping hand. “It can do loads of things to the climate system,” says Matthew England, joint director of Climate Change Research Centre at the University of New South Wales. “It can decrease the amount of carbon you can get into the oceans…It can also affect the temperatures off the Antarctic ice shelf, which is a real worry.” Australian search and rescue officers scour the ocean for signs of missing flight MH370. Australian Department of Defence The southern oceans are a place of wild extremes, says Russell, conditions which have made studying—and searching—these oceans difficult, dangerous, and expensive. “The Southern Hemisphere winds are 30 percent stronger than the Northern Hemisphere winds,” she says. “They don’t have speed bumps, in the same way that the Rockies and the Himalayas provide in the Northern Hemisphere. They just get a little, tiny tickle from the Andes. But mostly they just roar.” On the surface of the oceans, she says, there are “miserable winds” and ”huge enormous, towering seas,” and underneath the surface, driving currents. “Mother nature can crush your boat like a beer can.” Bad for science, and also a concern, Russell says, for any ongoing search efforts. “When things happen in the Indian [Ocean], we find out a how little infrastructure we actually have in place,” Russell says, referring to everything from ports from which boats can be deployed, to data installations to monitor the changing oceans. That means scientists are playing catchup with the data, says Matthew England from UNSW, and there are basic holes in our understandings of the ocean. “The reality is that the ocean there is very poorly measured,” he says. “We have some evidence from satellites, but not nearly enough measurements, not nearly enough understanding of the flow patterns there. We largely rely on models to piece that together. There’s a bit of guesswork there.” All three scientists agree that new technology is making data collection in this vast unknown a little easier, though there’s a lot ground to make up. “Argo floats” are battery-powered autonomous robots that park themselves under the surface of the ocean and transmit all sorts of useful data that can help scientists map the ocean, and the climate, more clearly. “For us, this is our revolution, this is our Hubble space telescope. This is the tool that has completely changed the game,” says Rintoul. We have to grapple with Mother Nature and try to say, ‘Look lady, give us your secrets! America’s aging gas network is big and getting bigger. Why that could be bad for you and the climate. Last week, a massive explosion leveled two five-story buildings on an East Harlem street in New York City, killing eight and injuring dozens more. Investigators from the National Transportation Safety Board have yet to officially identify the cause of the disaster, but they appear to be focusing on a natural gas leak. They’ve isolated a crack in an 8-inch gas pipeline running next to one of the two apartment buildings, part of a system that is over 100 years old. If confirmed, this incident would be tied with a 2010 blast in San Bruno, CA., as the decade’s deadliest gas explosion. The Harlem tragedy is drawing national attention to the safety of America’s aging—and expanding—gas networks. Here’s what you need to know: What is natural gas? Natural gas is a fossil fuel largely comprised of methane, a colorless and highly combustible gas. In large enough quantities, or if ignited, methane can be explosive. Just how big is America’s natural gas system? The existing network—the labyrinth of pipes, big and small, that carry gas from well head to stove—is big, and getting bigger. There are more than 2.4 million miles of pipelines dedicated to carrying natural gas across the country. The vast majority of that—more than 80 percent—is made up of distribution lines, the small-gaugue pipes that deliver gas to your apartment, house or business for heating and cooking. The rest of the network is for gathering natural gas from its source and delivering it to refineries, and then transmitting it through larger pipes across long distances to the cities and power plants that need it. As domestic gas production soars to all-time highs—driven by the expansion of fracking—all that gas needs to be transported. That means more pipelines. The gas network has grown nearly 60 percent over the last 30 years, from 1.55 million miles to 2.45 million miles. The Federal Energy Regulatory Commission says 45 major gas projects with 1,723 new miles of pipelines are on the horizon. In the 10 years since 2004, 129 people have been killed and 533 injured. How dangerous is the gas network? The total annual number of pipeline incidents involving death or injury (including pipes that carry gas and those that carry hazardous liquids) has dropped by more than half from 1991-2010. Overall, major gas pipeline incidents have dropped 27 percent in the last 10 years. But deadly accidents still occur. Casting an even deeper look through the data, here are the deadliest incidents from the last three decades: Which cities have the most leaks? When counting total numbers of major leaks over 30 years, that title goes to Houston, which had 105 gas leaks serious enough to report to the federal agency in charge of pipeline safety. The numbers, compiled from the Pipeline and Hazardous Materials Safety Administration data, include incidents across the entire labyrinthine national gas network, including distribution, gathering and long distance transmission lines. To qualify as significant enough to report, a leak must have caused death, serious injury or the significant loss of gas or property. Austin comes in second, followed by Phoenix and New York. At the state level, nearly one in every five major gas leaks happens in Texas, almost double the number that occur in second-placed Louisiana. With just over 3 percent of the nation’s major gas leaks, New York State is sixth. What do leaks mean for the climate? While energy production from natural gas is touted as a lower-emissions alternative to coal, gas leaks contribute significantly to global warming. Methane is a potent greenhouse gas. Unlike carbon dioxide, methane doesn’t last very long in the atmosphere. But pound-for-pound, it’s 21 times more powerful than CO2 at trapping heat over a 100-year period. America’s natural gas system is the country’s biggest manmade source of these powerful methane emissions, and the fourth biggest source of carbon dioxide emissions, according to the EPA. Methane leaks are the low-hanging fruit of climate action: The World Resources Institute believes that ​fixing these leaks would be the single biggest step America can take toward meeting its long-term greenhouse gas reduction goals.​ A 2013 WRI study says natural gas producers allow $1.5 billion worth of methane to escape from their operations every year. In 2011, gas companies reported releasing 27.9 million metric tons of methane (when measured as an equivalent to CO2) into the atmosphere during the distribution stage, mostly from what’s known as “fugitive emissions”—or leaks—from pipelines. Old cast iron pipes are largely to blame, according to the EPA. Newer plastic pipes leak less. As they are installed more and more, there are fewer emissions; methane emissions from gas distribution have fallen 16 percent since 1990. What causes gas leaks? Catastrophic leaks like the one that apparently happened in East Harlem have at times been attributed to an aging gas network whose pipes can corrode and rupture. Leaks can also happen as a result of excavation or extreme weather, as was the case in the loss of New Orlean’s gas network after Hurricane Katrina in 2005. Half of the nation’s pipes were constructed in the 1950s and 1960s during a post-war boom. The Department of Transportation says there are still around 36,000 miles of old cast iron pipes mainly concentrated in five states: New Jersey, New York, Massachusetts, Pennsylvania, and Michigan. Cast iron used in mains and service lines is four times more prone to serious leaks than other materials. The gas pipe into the destroyed buildings in East Harlem was partly made of cast iron and dated back to 1887. So, why don’t they just replace all the old pipes? Right now, a major problem is that companies don’t have incentive to replace the pipes, because they are allowed to pass on the costs of leaked gas to consumers, according to Senator Ed Markey (D-Mass.). A report prepared by his office says that in 2012, gas companies replaced just 3 percent of their distribution mains made of cast iron or bare steel—another material that ruptures more easily than newer plastic models. At that rate, it will be many more decades before cities have a fully replaced system. It will be 2090, for example, before residents of New York state can enjoy that reality. In a sign that the rapid expansion of the country’s gas network hasn’t necessarily improved the existing infrastructure, the average age of the pipelines involved in accidents has continued to go up and up over the last 20 years: What are politicians doing about the problem? As the National Transportation Safety Board investigates the East Harlem explosion, local politicians are pushing to make New York’s system safer. “The human cost of inaction is clear,” New York City councilman Ydanis Rodriguez said after the explosion. “If the necessary funding for these repairs and improvements is not granted by the federal and state governments, tragic occurrences such as today’s may become more common in our city.” On the national level, Markey introduced bills last year intended to accelerate pipeline replacement programs. Those proposals, which remain stuck in committee, would cap the leakage costs that pipeline operators are allowed to pass on to consumers and would force operators to prioritize replacing older pipes. Congressional Republicans are focused on building more large-scale transmission pipelines. They want to speed up the permit process via the “Natural Gas Pipeline Permitting Reform Act,” which passed the House last year. The White House has promised to veto the bill, saying it goes too far and lacks appropriate safeguards. For his part, President Obama made natural gas a centerpiece of his State of the Union address this year, promising to “act on my own to slash bureaucracy and streamline the permitting process for key projects.” The administration is also considering how to accelerate exports of natural gas. Which companies have the most leaks? Here’s a breakdown of the leakiest operators in the US in the past five years. Some of these companies, like Pacific Gas and Electric run the pipes that supply gas to your home, and then sell it to you. Others, like Tennessee Gas Pipeline Company (owned by energy transportation giant Kinder Morgan), run massive interstate transmission lines. Interestingly, the list includes ANR Pipeline, which is was purchased in 2007 by TransCanada>—the prospective builder of the controversial Keystone XL pipeline. Now, in a decade with sea levels rising at twice the rate of the 20th century average – and 10 of the warmest years on record landing in the past 12 years – how has humankind responded to the threat? Not well, generally speaking. Emissions of CO2 have ticked up by 105 percent since the early 1970s, or about 2 percent a year, according to data from the Organisation for Economic Cooperation and Development, an international coalition of 34 countries. And the levels of this potent greenhouse gas are only expected to rise in the coming years, hitting a nearly 40 percent increase by 2030, predicts the OECD. But while emissions are a global problem, the blame for producing them is not. A few countries have been disproportionately responsible for clouding the air with climate-bending gases. And though they may have cleaned up their act in recent years, significant damage has already been done. Jim West/ZUMA The contractor that evaluated greenhouse gas emissions for the State Department’s Keystone XL report is the latest company to come under fire for its ties to TransCanada, the prospective builder of the controversial pipeline. A conflict-of-interest statement from the consulting firm ICF International, submitted to the State Department in 2012, reveals that the company had done other work for TransCanada. ICF International analyzed greenhouse gas emissions from tar sands oil, the kind that would flow through the pipeline, for the State Department’s supplemental draft environmental impact statement, released in March 2013. Its website states that the firm was hired to compare life-cycle emissions associated with oil derived from Canada’s tar sands to those associated with oil from conventional crude. NCinDC/flickr Last November, the Catholic University of America announced a pledge of $1 million from the Charles Koch Foundation to support the study of “principled entrepreneurship” at the university’s new business school. As the billionaire funder of various libertarian causes and much of the Tea Party movement, Koch (along with his brother David) is not exactly a stranger to controversy. But his foundation has made gifts to many educational institutions in the past—its website lists 270 colleges and universities it supports, including more than two dozen Catholic schools—with only the occasional stir of opposition. And so he might have assumed that his gift would be met with a press release and that mild mix of gratitude and entitlement with which the public now greets most seven-figure gifts to educational and cultural institutions. After all: Who doesn’t like principled entrepreneurship? Yet, this time, the gift to Catholic (CUA) caused more than a stir. In fact, from a significant swath of the broader Catholic community it provoked something close to outrage. As things stand today, the outcry hasn’t managed to scuttle the donation. But it has the chance to do something even more important: to renew a vital and century-long debate about the terms of philanthropy itself. There are two reasons why Koch’s gift did not slide tranquilly into Catholic’s coffers. One is that CUA holds a unique status among American institutions of Catholic higher education; both because of CUA’s national profile and because U.S. bishops founded it and sit on its board, American Catholics tend to be especially defensive about its reputation. The other is that Koch’s gift coincided with a moment of mounting confidence among Catholic progressives, who have found an ally in Pope Francis. In fact, just a little more than a week after CUA announced Koch’s donation, the Pope issued his first major public pronouncement, denouncing the “deified market,” the folly of supply-side economics, and the “new tyranny” of unfettered capitalism.
