The only problem: That’s not what the data shows.

In “the early days of all of the Obama administration regulations, everyone said the sky is falling, we’re going to have to fix all of these plants simultaneously,” energy consultant Alison Silverstein said during a panel last Friday. “Um, not so much. It turns out that when people have to actually do a job they find cheaper ways to do it.”

Silverstein, a veteran of the Bush administration, was tasked by fellow Texan Rick Perry to write a Department of Energy report analyzing the data on coal plant closures. But she found that regulations and renewable energy did not play a significant role in shutting down coal-burning power plants. The aging plants were instead condemned by cheap natural gas and falling electricity demand.

According to Silverstein, the Energy Department pushed back on her results, which did not support the hoped-for conclusion. Her draft report was leaked to the press in June, and the DOE released the final report in August, largely unchanged.

Nevertheless, in September, Perry submitted a rule requesting subsidies for nuclear and coal plants, citing Silverstein’s report for support. It was “as though they had never read it,” Silverstein said. Not a bad guess.

She’s a Climate Scientist. Here’s Why She Quit Working for Trump.

The day after President Donald Trump’s unexpected victory, Jane Zelikova was “crying her eyes out” in her office at the U.S. Department of Energy in Washington, D.C. As a scientist researching how big fossil-fuel industries can reduce greenhouse gas emissions, she feared that her work would be stymied because of the new president’s skepticism about climate change. As a Jewish refugee who came to the United States as a teen, she felt threatened by Trump’s anti-immigrant rhetoric during the campaign. The election also created a rift in her family: Her father voted for Trump; her mother sat out the election. “Every part of me that I identify with felt fear and anger combined into outrage,” Zelikova said.

She texted furiously with three close friends—other women scientists she had known since they went to graduate school at the University of Colorado, Boulder. At first, they simply shared their alarm. But by the second day, they wondered what they could do about it. “We moved into an email thread and added women scientists we knew,” Zelikova recalled. “It grew very quickly—from five people to 20 to 50 to 100—within a matter of a couple of days.”

They drafted an open letter from women scientists. “We fear that the scientific progress and momentum in tackling our biggest challenges, including staving off the worst impacts of climate change, will be severely hindered under this next U.S. administration,” they wrote. The letter rejects the “hateful rhetoric” of the campaign and commits to overcoming discrimination against women and minorities in science. Then they built a website and gathered signatures. Thousands signed on, and a new activist group was born: 500 Women Scientists.

Zelikova’s experience mirrors a broader phenomenon. Many scientists felt threatened enough by Trump’s victory to abandon their usual detached objectivity. They wrote members of Congress to defend science funding and scientific advisory panels and used their knowledge of government research to protect data they feared could be erased from websites. They set up alternative Twitter sites for government agencies and planned and participated in protests. “The election mobilized scientists in a way we’ve never seen before,” said Gretchen Goldman, who leads research on science in public policy for the Union of Concerned Scientists, an activist group. “I’ve personally been blown away by the scientists who want to be engaged in a new way.”

Previously, Zelikova, a 39-year-old Ph.D. soil ecologist, had envisioned a future as a research scientist, working in academia or in government. But Trump’s election, she said, is changing her in ways she never could have imagined. Her whirlwind metamorphosis provides a glimpse into just how disruptive the last six months have been for some in federal government. Zelikova—who is intense, articulate and has an engaging smile—doesn’t have a permanent federal job. She took a leave from the University of Wyoming, where she’s a research scientist, for a two-year fellowship at the Energy Department. She had less to lose than career civil servants with mortgages and government pensions, so she felt freer to speak out.

The Trump administration has proposed deep staff and budget cuts for the Energy Department, Environmental Protection Agency and other agencies whose mission involves safeguarding the environment. Many federal workers committed to protecting the environment share Zelikova’s angst but won’t say so publicly for fear of retribution.

For weeks after the election, Zelikova barely slept, working late into the night on her new group. “I am a Jewish, refugee, immigrant, woman scientist. At some level, this felt really personally offensive to me, and like an attack on all the parts of me that make me a complete human,” Zelikova recalled. She had always been skeptical of political protests. She grew up in Eastern Ukraine, where Communist leaders used to orchestrate demonstrations in the 1980s. But Trump’s election moved her to join protests. Her first was the Women’s March the day after the Inauguration in Washington, D.C. After that, she frequently joined demonstrations, protesting Trump’s travel ban and the Dakota Access Pipeline.

Meanwhile, things were changing in Zelikova’s day job at the Department of Energy. In early December, Trump’s transition team sent out a questionnaire that attempted to identify employees who worked on climate change. Staffers feared the new administration would target people who had worked on former President Barack Obama’s climate change agenda. The day after the inauguration, with the Obama team gone, Zelikova attended a staff meeting at which, she said, only white men talked. “The backslide was immediate,” she said. Trump’s budget proposal, which came out in March, slashed funding for science and research. The morale at the agency was low and dropping.

Still, Zelikova kept working on her research. She was part of a team responding to Montana Democratic Gov. Steve Bullock’s request that the Energy Department analyze options for keeping the state’s largest coal-fired power plant, Colstrip, in business. Zelikova’s team came up with scenarios for reducing greenhouse gas emissions by 30 percent or more by installing equipment to capture carbon dioxide emissions.

Capturing carbon takes a lot of energy, however. So Zelikova went to Colstrip last fall to talk about using renewable energy—wind or solar—to power the carbon-capture process and thereby cut emissions even further. “Wouldn’t it be cool if instead of sucking that parasitic load off the plant, you powered it with renewable energy?” she said. She thinks the idea holds great promise for other fossil-fuel plants. “We went to national labs and universities, and we talked to people about how do we make this happen,” Zelikova said. “And then the election happened, and it felt like this isn’t going to happen.” Trump is determined to eliminate Obama’s Clean Power Plan, removing a major incentive for plants like Colstrip to reduce their greenhouse gas emissions. His budget proposal recommends slashing funding for the Energy Department’s renewable energy and fossil fuel research programs. “I’m seeing all that work become really threatened,” Zelikova said. “It feels like betrayal, because I got so personally invested.”

Her boss at the time, David Mohler, recalls her reaction: “She was distraught clearly and for understandable reasons; the Trump team is really not appreciative of science, and certainly they don’t believe in climate science.” Before becoming deputy assistant secretary of the Office of Clean Coal and Carbon Management, Mohler was chief technology officer for the country’s biggest electric utility, Duke Energy. Trump will probably slow reductions in greenhouse gas emissions, Mohler says. But even Trump can’t stop progress on climate change: Utilities won’t reopen closed coal-fired power plants, and low-priced natural gas will keep replacing coal. And Mohler believes that wind and solar will continue to expand because of declining costs, state mandates and tax incentives, which have bipartisan support in Congress.

Mohler, an Obama appointee, left government on Jan. 20, and moved back to South Carolina. Zelikova started thinking about leaving Washington, too. “Resistance as daily existence was starting to diminish my ability to function,” Zelikova recalled. She talked her supervisor into letting her move to Colorado in February for the rest of her fellowship. She continued to work for the Energy Department at the National Renewable Energy Lab in Golden. In her spare time, she kept building 500 Women Scientists. The group grew quickly, spawning nearly 150 local branches around the globe in just a few months.

One branch was founded in Seattle by Sarah Myhre, a 34-year-old climate change scientist at the University of Washington’s Department of Atmospheric Sciences. The group gave Myhre the courage to stand up to a prominent professor, Cliff Mass, from her own department.

In January, at a state legislative committee hearing, Myhre criticized Mass for stressing uncertainties about how much human-caused climate change is affecting wildfires and ocean acidification in the Pacific Northwest. Myhre described Mass as an “outlier” in the department whose views did not represent the broad scientific consensus. In online comments to a Seattle Times opinion piece Myhre wrote in February with Zelikova and another woman scientist, Mass called them “three idealistic young scientists (none of them really are climate scientists, by the way).” When Myhre traveled to Washington, D.C., at the end of April for the People’s Climate March, one of the women she marched with carried a sign that read: “Idealistic Young Real Scientists.”

A week earlier, on Earth Day, Zelikova joined other members of 500 Women Scientists for the March for Science in Washington, D.C., waiting for hours in a chilly rain to get through security screening for the rally at the Washington National Monument. Shivering in her watermelon-red ski shell, Zelikova reflected on the ways her life would be different if Trump had not been elected. “I would have never founded a big group—ever,” she said. “I would have never been a loud advocate for things. I would have never protested. These are now the hugest part of my life.”

At the end of May, Zelikova quit her fellowship at the Energy Department. In July, she will start a new job for a tiny nonprofit called the Center for Carbon Removal, based in Berkeley, California. She hopes to help states move forward on capturing carbon from fossil fuel plants. “Western states are perfectly poised to lead on climate action,” she said. “In terms of federal action, there’s going to be very little, so we need to work with states, so that when the political climate changes and there can be federal action, we can be ready to go.”

Should We Respond to Climate Change Like We Did to WWII?

On December 7, 1941, Japan’s surprise attack on the American naval base at Pearl Harbor killed more than 2,000 people and drew the country into World War II. President Franklin D. Roosevelt established the War Production Board to oversee the mobilization, as factories that once produced civilian goods began churning out tanks, warplanes, ships, and armaments. Food, gasoline, even shoes were rationed, and the production of cars, vacuum cleaners, radios, and sewing machines was halted (the steel, rubber, and glass were needed for the war industries). Similar mobilizations occurred in England and the Soviet Union. Today, some environmentalists want to see a similarly massive effort in response to a different type of existential threat: climate change. These proponents of climate mobilization call for the federal government to use its power to reduce carbon emissions to zero as soon as possible, an economic shift no less substantial and disruptive than during WWII. New coal-fired power plants would be banned, and many existing ones shut down; offshore drilling and fracking might also cease. Meat and livestock production would be drastically reduced. Cars and airplane factories would instead produce solar panels, wind turbines, and other renewable energy equipment. Americans who insisted on driving and flying would face steeper taxes. Though climate mobilization has existed as a concept for as many as 50 years, it’s only now entering the mainstream. Green group The Climate Mobilization pushed the idea during a protest at the April 22 signing of the Paris Agreement. On April 27, Senators Barbara Boxer and Richard Durbin introduced a bill Despite these inroads, climate mobilization remains a fringe idea. Its supporters don’t entirely agree on the answers to key questions, such as: What will trigger this mobilization—a catastrophic event or global alliance? Who will lead this global effort? When will the mobilization start? And perhaps the greatest hurdle isn’t logistical or technical, but psychological: convincing enough people that climate change is a greater threat to our way of life than even the Axis powers were. Lester Brown, environmentalist and founder of the Earth Policy Institute and Worldwatch Institute, says he first introduced climate mobilization in the late 1960s. His approach is holistic—and ambitious. “Mobilizing to save civilization means restructuring the economy, restoring its natural systems, eradicating poverty, stabilizing population and climate, and, above all, restoring hope,” he wrote in his 2008 book, Plan B 3.0. Brown proposes carbon and gas taxes, and pricing goods to account for their carbon and health costs. In his “great mobilization,” all electricity would come from renewable energy. Plant-based diets would replace meat-centric ones. According to Brown, this new economy would be much more labor-intensive, employing droves of people in services like renewable energy and in compulsory youth and voluntary senior service corps. Brown also advises the creation of a Department of Global Security, which would divert funds from the U.S. defense budget and offer development assistance to “failed states,” (he cites countries such as Afghanistan, Myanmar, and Iraq) where climate change’s impact on available natural resources will exacerbate political instability. This may sound far-fetched, but Brown believes we’re at a tipping point for climate mobilization. The economy is increasingly favoring renewables over fossil fuels, and grassroots campaigns like the Divestment Movement are gaining steam. Any number of circumstances could push the globe over the edge toward mobilization: severe droughts that create conflicts over water, or the accumulation of climate catastrophes from raging fires to hurricanes. When we cross over, Brown told me, “suddenly everything starts to move. … We’re just going to be surprised at how fast this transition goes.” For environmentalists who’ve seized upon Brown’s idea, the transition has not been fast enough. They’ve tailored their plans to include more explicit links to the war effort and a new sense of urgency. In 2009, Paul Gilding, the former executive director of Greenpeace International and a member of the Climate Mobilization’s advisory board, and Norwegian climate strategist Jorgen Randers published an article outlining “The One Degree War Plan.” The authors set out a three-phase, 100-year proposal for healing the planet, beginning with a five-year “Climate War.” In that first phase, a cadre of powerful countries—the United States, China, and the European Union, for example—would act first, forming a “Coalition of the Cooling” that would eventually pull the rest of the globe along with them. Governments would launch the mobilization and reduce emissions by at least 50 percent. One thousand coal plants would close. A wind or solar plant would blossom in every town. Carbon would be buried deep in the soil through carbon sequestration. Rooftops and other slanting surfaces would be painted white to increase reflectivity and avoid heat absorption from the sun, which makes buildings and entire cities more energy-intensive to cool. Later, a Climate War Command would distribute funds, impose tariffs, and make sure global strategy is “harmonized.” According to the paper, this Climate War should start as early as 2018. Much has changed since the release of Brown’s Plan B 3.0. Months after Gilding and Randers published “The One Degree War Plan,” climate negotiators faced the crushing defeat of the U.N. Climate Change Conference in Copenhagen, where delegates left without toothy commitments. The world has experienced one record-breaking temperature after another, and two of the three global coral bleachings on record. Last year’s climate conference in Paris was a relative success, as an unprecedented number of countries proposed plans to cut their emissions. And although the final agreement won’t bind countries legally, the consent to meetings every five years to consider ramping up commitments and the efforts of groups like the “high ambition coalition,” which pushed for a legally binding agreement, showed progress. But even before the ink dried, environmentalists and some politicians condemned the wishy-washy language and limp goals. Leaving the fate of the planet up to such diplomacy has “always been a delusion—one that I had, by the way,” says Gilding. “In that diplomatic world they have a notion of political realism which is quite separate from physical reality,” says Philip Sutton, a member of The Climate Mobilization’s advisory board and a strategist for an Australian group advocating a full transition to a sustainable economy. “The physical reality is now catching up with us.” To compare the fight against climate change to WWII may sound hyperbolic to some, but framing it in such stark, dramatic terms could help awaken the public to that “physical reality”—and appeal to Americans less inclined to worry about the environment. “It’s not tree hugging—it’s muscular, it’s patriotic,” said Margaret Klein Salamon, director and co-founder of The Climate Mobilization. “We’re calling on America to lead the world and to be heroic and courageous like we once were.” When Salamon began working on the group that would become the Climate Mobilization, she was earning her PhD in clinical psychology. “I view it as a psychological issue. What we need to do is achieve the mentality that the United States achieved the day after the Pearl Harbor attacks,” Salamon said. “Before that there had been just rampant denial and isolationism.” Indeed, climate denial is still pervasive. Only 73 percent of registered U.S. voters believe global warming is even occurring according to the most recent survey. Only 56 percent think climate change is caused mostly by human activity. It’s going to take a catastrophe much worse than Hurricane Katrina or Sandy to alter public opinion to the degree necessary for a climate mobilization—and even then, achieving that war mentality may be impossible. “We’re good at fighting wars. … We fight wars on drugs and wars on poverty and wars on terrorism,” says David Orr, a professor of environmental studies and politics at Oberlin College. “That becomes kind of the standard metaphor or analogy for action.” But climate change is “more like solving a quadratic equation. We have to get a lot of things right.” There are other reasons the war analogy doesn’t hold up. WWII mobilization was prompted by a sudden, immediate threat and was expected to have a limited time span, whereas the threat of climate change has been increasing for years and stretches in front of us forever. But perhaps the biggest difference is that our enemies in WWII were clear and easy to demonize. There is no Hitler or Mussolini of climate change, and those responsible for it are not foreign powers on distant shores. As Orr says, “We’ve met the enemy and he is us.” that would allow the Treasury to sell $200 million each year in climate change bonds modeled after WWII War Bonds. Bernie Sanders has mentioned mobilization on the campaign trail and in a debate. And Hillary Clinton’s campaign announced last week that if she’s elected, she plans to install a “Climate Map Room” in the White House inspired by the war map room used by Roosevelt during World War II.

A good security system would seem essential for the federal repository holding virtually all of the nation’s highly enriched uranium, a key ingredient of nuclear weapons, just outside Knoxville,Tenn.

But the high-tech system installed at a cost of roughly $50 million over the past decade at the Department of Energy’s Y-12 complex is still riddled with flaws that impede its operation, according to a newly released report by the department’s top auditor. Moreover, no one knows how much the government will have to spend to fix it or when that task might be accomplished, the report says.

Flaws in the site’s security system first came into national view in July 2012, when an 82-year-old nun and two other anti-nuclear activists cut through fences and walked through a field of motion detectors to deface the exterior of Y-12’s Highly Enriched Uranium Materials Facility, which holds enough explosives to make 10,000 nuclear bombs. Subsequent investigations concluded that those monitoring the few critical sensors that were operating that day had been trained to ignore them by persistent false alarms, including many triggered by wildlife.

But not much has changed since that break-in, according to the report by Inspector General Gregory H. Friedman, even though the department spent more than a million dollars in 2012 to get a consultant’s advice about how to make the system work better, and then millions more completing the installation of high-tech sensors in 2013. The report says that the so-called Argus security system, which was developed by DOE’s Lawrence Livermore National Laboratory and named optimistically after the fabled 100-eyed monster of Greek mythology, “did not fully meet the site’s security needs” and was not installed the way it was designed to be used. It’s still prone to frequent false alarms and falls short of the Energy Department’s requirements.

Friedman blames the flaws on inadequate spending and poor management. In particular, those installing the system tried to do so on the cheap. Instead of undertaking a top-to-bottom modernization, they tried to integrate new equipment with older alarm wiring and cabinets. Those operating it said this effort was not successful, and that it caused false alarms to jump by 25 percent.

As a result, the report states, the operators were “not able to efficiently perform their duties.” A 27-month study of alarm data that concluded in July 2014 showed that false alarms accounted for more than 35 percent of all alerts.

Budget records suggest that the task of safeguarding nuclear weapons has not been as high a priority at the Energy Department as developing them. The security program that supports the Argus project and others like it across the nation’s nuclear sites received $79.8 million for the current fiscal year. For 2016, the Energy Department has asked Congress for 5.8 percent less, or $75.2 million. Meanwhile, spending on weapons programs stands at $8.1 billion, and the Energy Department’s request to Congress for next year seeks 10.5 percent more weapons funding, boosting the total to $8.8 billion.

Argus’s troubles are not unique to Y-12. A report by the Government Accountability Office in May said similar problems erupted at the Energy Department’s Nevada National Security Site when Argus was installed there. “We determined that the Argus project experienced schedule delays and cost increases as a result of inadequate project management and funding issues,” the GAO wrote.

The Argus project in Nevada began in November 2010 with a targeted completion date of October 2011 and an estimated cost of $8.4 million. By June of 2012, it still wasn’t done, and the estimated cost had more than doubled, to $17.8 million. It’s been on hold since May 2014, and the Nevada site “has continued to rely on an outdated security system,” according to the GAO.

At Y-12, the system’s operation has been undermined as well by the use of error-filled and cumbersome maps of the complex, which obscure the views of the operators. “Even within the confines of…funding limitations, we found that management weaknesses contributed, at least in part, to the issues identified,” Friedman’s report states.

The inspector general recommends installing the necessary components to have a fully operational version of Argus, and replacing parts of the security system that are driving the high rate of false alarms. Although the National Nuclear Security Administration, which oversees the production and handling of nuclear weapons, has analyzed the security needs at Y-12 and identified the work that needs to be done to improve it, no detailed plan, schedule for making the upgrades, or cost estimate for the full project has been developed by the Energy Department, according to Friedman. One estimate suggested the Y-12 improvements could cost $300 million.

In a letter responding to Friedman, NNSA chief Frank Klotz wrote that NNSA agreed with the audit’s conclusions and recommendations. Klotz said efforts have begun to address the lingering security needs at Y-12 “within programmatic constraints,” in part by developing a plan by the end of September 2016 for replacement and maintenance of security systems across the nation’s nuclear labs.

“The secure operation of our facilities is a top priority,” Klotz wrote.

Why Do Conservatives Like to Waste Energy?

Want to sell a Republican a greener light bulb? Don’t tell them it’s green. Shutterstock Back in 2011, Rep. Michele Bachmann (R-Minn.) declared war on energy-efficient light bulbs, calling “sustainability” the gateway into a dystopic, Big Brother-patrolled liberal hellscape. When the lights went off during Beyoncé’s halftime set at the last Superbowl, conservative commentators from the Drudge Report to Michelle Malkin pointed blame (erroneously) at new power-saving measures at New Orleans’ Superdome. And one recent study found that giving Republican households feedback on their power use actually encourages them to use more energy. Why do conservatives, who should have a natural inclination toward conservation, have a beef with energy efficiency? It could be tied to the political polarization of the climate change debate. A study out today in the journal Proceedings of the National Academy of Sciences examined attitudes about energy efficiency in liberals and conservatives, and found that promoting energy-efficient products and services on the basis of their environmental benefits actually turned conservatives off from picking them. The researchers first quizzed participants on how much they value various benefits of energy efficiency, including reducing carbon emissions, reducing foreign oil dependence, and reducing how much consumers pay for energy; cutting emissions appealed to conservatives the least. The study then presented participants with a real-world choice: With a fixed amount of money in their wallet, respondents had to “buy” either an old-school light bulb or an efficient compact florescent bulb (CFL), the same kind Bachmann railed against. Both bulbs were labeled with basic hard data on their energy use, but without a translation of that into climate pros and cons. When the bulbs cost the same, and even when the CFL cost more, conservatives and liberals were equally likely to buy the efficient bulb. But slap a message on the CFL’s packaging that says “Protect the Environment,” and “we saw a significant drop-off in more politically moderates and conservatives choosing that option,” said study author Dena Gromet, a researcher at the University of Pennsylvania’s Wharton School of Business. The chart below, from the report, shows how much liberals and conservatives value each argument for efficiency: While liberals (gray) valued all three equally, conservatives (white), were significantly less moved by and most at odds with liberals over the carbon-saving argument. Courtesy Gromet Gromet said she never expected the green message to motivate conservatives, but was surprised to find that it could in fact repel them from making a purchase even while they found other aspects, like saving cash on their power bills, attractive. The reason, she thinks, is that given the political polarization of the climate change debate, environmental activism is so frowned upon by those the right that they’ll do anything to keep themselves distanced from it. “When we’re given an option where the choice is made to represent a value that we don’t identify with or that our ideological group doesn’t value,” she said, “this can turn the purchase into something undesirable. By making [the environment] part of the choice, even though they might see the economic benefit, they no longer want to put their money toward that option.” This graph, lifted from the report (on the x-axis, -1 is liberal and 1 is conservative), shows the damage the wrong messaging can do: With no messaging, roughly 60 percent of all participants picked the CFL; a pro-environment message boosted support in liberals but cut it sharply in conservatives: Courtesy Gromet That gap could represent real lost opportunities in the private sector: the EPA’s Energy Star label, for example, perhaps the most prominent label for energy-efficient products, puts greenhouse gas savings front and center in its packaging, and proudly boasts that products with the label helps Americans “protect our climate.” This isn’t just a problem for businesses trying to push energy-efficient products, but also for environmentalists and policymakers pushing to write efficiency or other climate-friendly policies into law, said Jessica Goodheart, director of RePower LA, which advocates for energy-saving practices in the Los Angeles power utility. Goodheart said while tackling climate change is driving force behind her lobbying, she more often finds herself talking about jobs and the economy, especially when addressing small business owners. “It’s always important to speak to people where they are, and with energy efficiency there are so many positive messages you can use,” she said. And there’s no shortage of opportunities to roll those messages out: Last week, Energy Department researchers found that rules requiring utilities to use renewable energy were under attack in over half the states they exist in; such laws might have better luck fending off Bachmann-esque fusillades if they re-focus their rhetoric around their cost-savings, energy independence, or other benefits, Gromet’s research suggests, especially in conservative states. That doesn’t necessarily mean green advocates need to somehow cover up the environmental benefits of a policy or product: A study from Stanford psychologists released last December found that re-framing environmental messaging in terms of preserving the “purity” of the natural world resonated morally with conservatives. “There’s not going to be a one-size-fits-all message that will appeal equally,” Gromet said. “It’s important to know the market you’re appealing to; there are some messages you may want to avoid.”
