We can now see how humans have altered Earth’s water resources

For millennia, humans have harnessed rivers, built dams, and dug wells to quench our growing civilization. Now, for the first time, we have a picture of what all those generations have wrought on our blue planet’s most defining resource.

Newly analyzed data from groundwater-detecting satellites “reveals a clear human fingerprint on the global water cycle,” according to a study out Wednesday in the journal Nature. It’s the kind of result that is equal parts terrifying and long-expected in its implications.

“We know for sure that some of these impacts are caused by climate change,” says lead author Matt Rodell, chief of the Hydrological Sciences Laboratory at NASA. “We are using huge parts of the [Earth’s] available water.”

The authors used the satellite data to construct a map of 34 rapidly changing regions around the world, painting a unified picture of current hot spots of water scarcity and excess. Nearly every activity that involves people requires water — rice farming, nuclear power, aluminum smelting, you name it — so the lives of people living where reserves are being rapidly depleted are under grave threat.

“The resulting map is mind-blowing, and has staggering implications for water, food, and human security that we are just not aware of or prepared for,” says study co-author Jay Famiglietti, a water scientist at NASA’s Jet Propulsion Laboratory. “We are very literally seeing all of the hotspots for climate change, for changing extremes of flooding and drought, and for the impact of human water management define themselves.

“Our future challenges could not be more clear from looking at this map.”

The map offers a powerful first glimpse of what climate change and over-exploitation of water resources looks like — a “global pattern of freshwater redistribution, due to climate change,” according to Famiglietti. It’s stark, visual evidence that the way humans use water is unsustainable.

The study’s authors took 14 years of data from NASA’s Gravity Recovery and Climate Experiment (GRACE), which measures minute fluctuations in the Earth’s gravitational field as water moves around the planet. They then tried to track down the root causes of the biggest changes they found — an analysis that took eight years to complete. In two-thirds of the cases, the researchers discovered a direct link to human activity. And in some of those, especially in remote regions of southern Africa and China, the colossal scale of the shifts was previously unknown.

The footprints left behind by massive feats of engineering are also visible in the new map. You can see the consequences of the filling of major reservoirs, like the one bound by the massive Three Gorges Dam in China, of the diverted rivers in India, and of the exploitation of the High Plains aquifer in the central United States for agriculture. Long-predicted climate shifts are also apparent, such as the rapid warming and moistening of the Arctic, melting ice in mountain glaciers, and increasingly extreme cycles of droughts and floods.

To be sure, there are drawbacks to this study, says Kate Brauman, a water researcher at the University of Minnesota who was unaffiliated with the research. The main problem is related to the fact that the GRACE satellite’s output is not very geographically specific.

“Relatively small changes in weather make a big difference” on the huge regions the study covers, says Brauman. She says the method the authors used identifies only large-scale changes — roughly the size of Kansas or larger. That’s too coarse a view to spot individual water-wasters, but it’s possibly accurate enough to raise hope for monitoring and governing previously untracked and unregulated large-scale abuses.

The next generation of GRACE satellites, launching on Saturday, should provide additional evidence of exactly how humans are altering the planet’s water cycle, and with more accuracy. And in another 15 years or so, Rodell says, his team should be able to draw even bolder conclusions about exactly which parts of the world are being affected most by shifts in rainfall and changing water policies.

For Famiglietti, the research was life-changing. The work inspired him to leave his job at NASA for a role at the University of Saskatchewan studying “the forces that drive water insecurity in the major hotspots revealed by this map.” A year from now, Famiglietti hopes to be working to assemble local groups around the world focused on water conservation in each of the affected regions. For him, the message behind the data is clear: It’s time to act.

Congress Actually Did Something Pretty Great on Climate Change

In December, Republicans in Congress struck a deal with Democrats to extend a package of tax breaks for wind and solar energy projects. Prior to the deal, things looked bleak. The tax credit for wind had already expired the year before, and the one for solar was set to expire by 2016. So the extension, which came after Democrats agreed to support lifting the long-standing ban on US oil exports, was a big and unexpected win for clean energy—one that will help buoy the industry for the next six years.

It could also prove to be one of the most significant actions taken by this Congress to reduce America’s carbon footprint, according to a new analysis from the National Renewable Energy Laboratory. Thanks to all the new wind and solar that will likely get built because of the legislation, electricity-sector greenhouse gas emissions could be reduced by as much as 1.4 billion metric tons by 2030 compared with what they would have been without the extension, the study found. That’s roughly the savings you’d get if you removed every passenger car from US roads for two years.

In other words, the tax breaks—2.3 cents per kilowatt-hour of electricity produced by a wind turbine and about 30 percent off the total cost of solar systems—add up to “one of the biggest investments in clean energy in our nation’s history,” Dan Utech, deputy assistant to President Barack Obama on climate, told reporters today.

How much wind and solar actually gets built (and thus the actual carbon savings) will also depend on what happens to the cost of natural gas, which has been low for the last few years thanks to the fracking boom but could rise again. Low gas prices make renewables less competitive, especially without the tax credit. But having the tax credit in place will enable solar and wind to compete in the market even if gas prices do stay low. The extension will also make wind and solar less vulnerable to state-level attacks on clean energy, as well as attacks on Obama’s broader climate agenda.

So, for once: Good job, Congress.

This Devastating Chart Shows Why Even a Powerful El Niño Won’t Fix the Drought

In California, news of a historically powerful El Niño oceanic warming event is stoking hopes that winter rains will ease the state’s brutal drought. But for farmers in the Central Valley, one of the globe’s most productive agricultural regions, water troubles go much deeper—literally—than the current lack of precipitation.

That’s the message of an eye-popping report from researchers at the US Geological Survey. This chart tells the story:

To understand it, note that in the arid Central Valley, farmers get water to irrigate their crops in two ways. The first is through massive, government-built projects that deliver melted snow from the Sierra Nevada mountains. The second is by digging wells into the ground and pumping water from the region’s ancient aquifers. In theory, the aquifer water serves as a buffer—it keeps farming humming when (as has happened the last three years) the winter snows don’t come. When the snows return, the theory goes, irrigation water flows anew through canals, and the aquifers are allowed to refill.

But as the chart shows, the Central Valley’s underground water reserves are in a state of decline that predates the current drought by decades. The red line shows the change in underground water storage since the early 1960s; the green bars show how much water entered the Central Valley each year through the irrigation projects. Note how both vary during “wet” and “dry” times.

As you’d expect, underground water storage drops during dry years, as farmers resort to the pump to make up for lost irrigation allotments, and it rises during wet years, when the irrigation projects up their contribution. The problem is, aquifer recharge during wet years never fully replaces all that was taken away during dry times—meaning that the the Central Valley has surrendered a total of 100 cubic kilometers, or 811 million acre-feet, of underground water since 1962. That’s an average of about 1.5 million acre-feet of water annually extracted from finite underground reserves and not replaced by the Central Valley’s farms. By comparison, all of Los Angeles uses about 600,000 acre-feet of water per year. (An acre-foot is the amount needed to cover an acre of land with a foot of water).

The USGS authors note that the region’s farmers have gotten more efficient in their irrigation techniques over the past 20 years—using precisely placed drip tape, for example, instead of old techniques like flooding fields. But that positive step has been more than offset with a factor I’ve discussed many times: “the planting of permanent crops (vineyards and orchards), replacing non-permanent land uses such as rangeland, field crops, or row crops.” This is a reference to the ongoing expansion in acres devoted to almonds and pistachios, highly profitable crops that can’t be fallowed during dry times. To keep them churning out product during drought, orchard farmers revert to the pump.

The major takeaway is that the Valley’s farms can’t maintain business as usual—eventually, the water will run out. No one knows exactly when that point will be, because, as Jay Famiglietti, senior water scientist at the NASA Jet Propulsion Laboratory at California Institute of Technology, never tires of pointing out, no one has invested in the research required to measure just how much water is left beneath the Central Valley’s farms. Of course, averting this race to the bottom of the well is exactly why the California legislature voted last year to end the state’s wild-west water-drilling free-for-all and enact legislation requiring stressed watersheds like the Central Valley’s to reach “sustainable yield” by 2040. The downward meandering red line in the above graph, in other words, will have to flatten out pretty soon, and to get there, “dramatic changes will need to be made,” the USGS report states.

Meanwhile, one wet El Niño winter won’t do much to end the the decades-in-the-making drawdown of the Central Valley’s water horde. And people pining for heavy rains should be careful what they wish for—parts of the Central Valley, especially its almond-heavy southern regions, are notoriously vulnerable to disastrous flooding. Then there’s the unhappy fact that El Niño periods are often followed by La Niña events—which are associated with dry winters in California. The region could be “whiplashed from deluge back to drought again” in just one year’s time, Bill Patzert, a climatologist for NASA’s Jet Propulsion Laboratory, recently told the Los Angeles Times. “Because remember, La Niña is the diva of drought,” he said. The last big El Niño ended in 1998, and as the above chart shows, what followed wasn’t pretty.

States can boost renewable energy capacity at bargain-basement prices, a new study finds.

Federal researchers examined the 29 states where renewable portfolio standards (RPS’s) have been in place for more than five years. They concluded that these standards, which require utilities to generate a certain percentage of power from clean sources, led to the development of 46,000 megawatts of renewable capacity up until 2012 — and that they raised electricity rates by an average of less than 2 percent.

(If you’re wondering why California’s green line extends above and below the zero-cost line, it’s because the researchers used two different methodologies — one suggested that the state’s ambitious standard resulted in net costs, while the other suggested that it actually resulted in net savings.)

The researchers, scientists at the National Renewable Energy Laboratory and Lawrence Berkeley National Laboratory, also examined other studies that have attempted to quantify the economic impacts of RPS policies: “A number of the studies examined economic development benefits annually or over the lifespan of the renewable energy projects, with benefits on the order of $1-$6 billion, or $22-30/MWh of renewable generation.” RPS’s can also help make electricity prices more stable, the researchers note.

And, as there’s more to life than electricity prices and economic development, it’s worth noting that RPS’s also contribute to water savings, cleaner air, and a more stable climate.

Nonetheless, renewable energy standards have been targeted by right-wing groups like American Legislative Exchange Council, which are pushing state legislatures to repeal them. The RPS foes are poised to score their first victory in Ohio. As Grist’s Eve Andrews wrote last week, Ohio Gov. John Kasich (R) is expected to sign a bill that would freeze the state’s renewable-energy and energy-efficiency standards.

It’s not just enviros and climate hawks who are bemoaning that development. Honda, Whirlpool, and 49 other businesses operating in Ohio sent a letter to Kasich on Wednesday objecting to the move. “Freezing the standards for two years creates a start-stop effect that will confuse the marketplace, disrupt investment and reduce energy savings for customers during this period,” they wrote. “We expect the result will be higher electric bills and less investment.”

What the AP Got Wrong on Ethanol

The Associated Press just released a one-sided story on renewable fuel’s impact on the environment. It’s full of the same misinformation and falsehoods that ethanol detractors have been repeating for years. Here’s what the AP got wrong on ethanol:

Claim: Ethanol production has caused 5 million acres of land to be removed from the Conservation Reserve Program (CRP) since President Obama took office.

Fact: The 2008 Farm Bill removed funding for roughly 7 million acres of CRP land. Based on this law, the number of enrolled acres has decreased to fit within the programs new, smaller budget. It is legally impossible to get back to pre-2008 levels of CRP enrollment. This has nothing to do with ethanol. Since the cap was lowered, acres have been near (92%-98%) the new cap each year.

Claim: Landowners have been filling in wetlands because of ethanol production and have been plowing pristine prairies.

Fact: Current law strictly prohibits the conversion of sensitive ecosystems to cropland. The provisions of the Energy Independence and Security Act (EISA) require that corn and other feedstocks used to produce renewable fuels for RFS may only be sourced from land that was actively engaged in agricultural production in 2007, the year of the bill’s enactment. Feedstocks grown on land converted to cropland after 2007 would not qualify as “renewable biomass,” and therefore biofuels produced from these feedstocks would not generate RIN credits for the RFS.

Acreage enrolled in the Wetlands Reserve Program hit a record high of 2.65 million acres in 2012. The land that is enrolled in the program stays for a minimum of 30 years, meaning landowners are not allowed to fill in wetlands as they please. USDA predicts that enrollment in this program will continue to rise. Moreover, according to EPA’s latest Greenhouse Gas Inventory, no new grassland has been converted to cropland since 2005 and grassland sequestered 14% more carbon in 2011 (latest data available) than 1990.

Claim: Corn prices have spent most of the year at about $7 per bushel.

Fact: Corn prices have been below $7 per bushel for most of 2013. The day the AP article was first published, corn futures were trading at the lowest price since 2010: $4.26 per bushel.

Claim: Farmers planted 15 million more acres of corn the year before the ethanol boom.

Fact: Farmers increased corn acreage in 2012 and 2013 in response to drought ravaged corn supplies, not because of ethanol. In fact, less corn was and will be used for ethanol in 2012 and 2013 than in 2011. Moreover, the increase in corn acres has been achieved through crop switching, not through the cultivation of new lands, as the story alleges.

Claim: Corn demands fertilizer, which is made using natural gas and ethanol facilities burn coal or gas both of which release carbon dioxide and that makes ethanol a climate disaster.

Fact: According to Argonne National Laboratory in a peer-reviewed study, when you tally emissions related to fertilizer and chemical production, diesel use on the farm, transportation of the corn, energy used by the ethanol plant, transportation of ethanol to the market, and land use change emission, corn ethanol on average reduces GHG emissions by 34% compared to gasoline. Argonne National Laboratory is not the only institution that has concluded ethanol provides emissions benefits relative to gasoline: Purdue University, the University of Nebraska, Michigan State University, Oak Ridge National Laboratory/Duke University, and the University of Illinois-Chicago have all published work in the past few years documenting the GHG and environmental benefits of ethanol.

Additionally, 90% of ethanol plants use natural gas a power source and only 10% use coal.

Claim: Historically, the majority of corn in the US has been turned into livestock feed. In and since 2010, fuel has been the top use of corn in America.

Fact: The story ignores that for each bushel of corn that goes into an ethanol facility, 17 pounds of animal feed is produced and returned into the market. When this major source of livestock feed is not omitted from the calculation, livestock feed remains by far the number one use of corn. In 2012, ethanol consumed 26% of the corn crop, while livestock feed accounted for 50%.

Claim: Forty-four percent of last year’s corn crop was used for fuel.

Fact: According to the USDA, 4.67 billion bushels were used for ethanol and feed co-product production out of a total of 11.93 billion bushels produced. This represents 39%, not 44%. But since much of that 39% was used to make animal feed, only 26% of the crop turned into fuel.

Claim: Corn farmers have increased their use of nitrogen fertilizer from 2005-2010.

Fact: Using a starting point of 2007, when the RFS was enacted, nitrogen use fell by 2010.

 

An Iowa farmer named Leroy Perkins was quoted extensively in the AP’s story. But in a follow up interview, Perkins said he believes his views on oil alternatives, land use and the environment were intentionally skewed to tell an inaccurate and one-sided story:

To be fair, the AP did get a few things right, particularly the environmental hazard posed by oil, which currently dominates our fuel supply. Some direct excerpts:

“Ethanol still looks good compared to the oil industry, which increasingly relies on environmentally risky tactics like hydraulic fracturing or pulls from carbon-heavy tar sands.”
“It’s impossible to precisely calculate how much ethanol is responsible for the spike in corn prices and how much those prices led to the land changes in the Midwest.”
“The environmental consequences of drilling for oil and natural gas are well documented and severe.”

C’mon Pacific Ocean, heat up or cool down. All this average crap is making us nervous.

Meteorologists base a lot of their long-term weather projections on temperatures in the globally influential Pacific Ocean. But for more than a year the world’s most expansive ocean has been devoid of its famed El Niño and La Niña patterns — anomalously higher-than-average or lower-than-average bands of sea-surface water that help govern major weather events.

For now, the Pacific is stuck in a stubborn La Nada state: near-normal surface height and temperatures. Scientists say it could last into the spring, but that’s not so unusual: La Nada rules the Pacific about half the time. But it makes life difficult for weather forecasters, and it threatens to ignite unpredictably extreme weather. From NASA:

“Without an El Niño or La Niña signal present, other, less predictable, climatic factors will govern fall, winter and spring weather conditions,” said climatologist Bill Patzert of NASA’s Jet Propulsion Laboratory, Pasadena, Calif. Long-range forecasts are most successful during El Niño and La Niña episodes. The “in between” ocean state, La Nada, is the dominant condition, and is frustrating for long-range forecasters. It’s like driving without a decent road map — it makes forecasting difficult.”

Patzert noted that some of the wettest and driest winters occur during La Nada periods.

“Neutral infers something benign, but in fact if you look at these La Nada years when neither El Niño nor La Niña are present, they can be the most volatile and punishing. As an example, the continuing, deepening drought in the American West is far from ‘neutral,’” he said.

NASANASA uses satellite data to measure Pacific Ocean sea levels. Because warm water expands, that data helps scientists gauge the water temperature. All the green in this latest image means a whole lot average sea temperatures. And that means that La Nada is in town.

In 2010, the Obama administration pledged that it would show the president’s commitment to renewable energy by putting solar panels on the White House. This week, Obama made good on the promise, as construction workers began putting the panels in place.

A White House official confirmed to The Washington Post that the project was in process and said it was “part of an energy retrofit” to improve the efficiency of the building.

The official, who has asked for anonymity, says that the solar panels will pay for themselves in eight years through energy savings. Furthermore, the installation will show the value of retrofitting older buildings — even historic ones — and creating more energy-efficient buildings.

Solar panels had previously been installed on the roof of the White House during Jimmy Carter’s presidency and were used to provide hot water to the building. They were removed in 1986 by former President Ronald Reagan. During George W. Bush’s presidency, two solar thermal units and a photovoltaic system were installed on a maintenance building to heat the White House swimming pool.

It is not yet clear how many solar panels are being installed or how they will be used. Obama previously had pledged to installing 20 to 50 solar panels.

The installation of solar panels is one of several measures taken to increase energy efficiency and the use of renewable energy, according to the The Washington Post, based on a plan outlined by the president and signed into an executive order in October 2009. Other measures have included doubling the number of hybrid cars and trucks in the federal fleet, increasing the government’s use of renewable energy and cutting the government’s greenhouse gas emissions.

The White House’s announcement comes just days after a report released earlier this week by the Department of Energy’s Lawrence Berkeley National Laboratory indicates that the price to install solar panels has fallen to an all-time low.

We’ve discussed at length how global warming can make wildfires worse. But here’s some more bad news: New research suggests that the fires themselves could be worsening global warming.

Forest fires release carbon from burned trees and leaves into the atmosphere. Some of that carbon is released as carbon dioxide, the chief greenhouse gas. But a lot of it is spewed into the air as soot and clumps of black carbon known as tar balls.

Soot doesn’t necessarily warm the globe — some if it can actually reflect heat from the sun back out to space. But tar balls warm the planet because they act like tiny heat traps, absorbing the sun’s rays.

Most climate models have assumed that the climate-warming and climate-cooling effects of soot and tar balls produced from wildfires more or less cancel each other out. But a new study published in the journal Nature Communications finds flaws with that assumption.

The researchers wanted to know what mixtures of soot and tar balls are being produced by American wildfires. So they used electron microscopes to study thousands of tiny particles produced by the 2011 Las Conchas fire, which at the time was the largest in New Mexico’s history.

They were surprised to discover that most of the particles were tar balls: For every 10 tar balls, they found just one soot particle.

From an article published by Los Alamos National Laboratory:

“We’ve found that substances resembling tar balls dominate, and even the soot is coated by organics that focus sunlight,” said senior laboratory scientist Manvendra Dubey. “Both components can potentially increase climate warming by increased light absorption.”

The Las Conchas fire emissions findings underscore the need to provide a framework to include realistic representation of carbonaceous aerosols in climate models, the researchers say. They suggest that fire emissions could contribute a lot more to the observed climate warming than current estimates show.

“The fact that we are experiencing more fires and that climate change may increase fire frequency underscores the need to include these specialized particles in the computer models, and our results show how this can be done,” Dubey said.
