Amazon climate strikers demand stronger coronavirus protections for warehouse workers

The country is grinding to a halt, but Amazon warehouses are still churning out packages at a breakneck pace. Amazon employees at 19 different facilities have been hit by the virus. Workers in fulfillment centers and warehouses have been asked to follow new safety protocols, but masks and other protective equipment are in short supply, and the cramped nature of many of those facilities don’t allow for effective social distancing.

Despite all this, the tech giant owned by the richest man on Earth is only offering paid sick leave to employees who have been put into quarantine or have tested positive for coronavirus. Amazon is in the process of hiring 100,000 new employees to keep up with a surge in demand from Americans ordering stuff from the confines of their homes. To raise awareness about unfair working conditions for the company’s frontline workers, Amazon warehouse employees are organizing strikes and protests. “How can we be essential workers when our lives are not essential?” an Amazon employee at a facility in Chicago said in a video on Monday.

This isn’t the first time Amazon has responded to a global crisis with measures its employees deem inadequate. A group of tech employees within the company came together last year to put pressure on Amazon leadership to adopt a more aggressive plan to reduce the company’s carbon footprint and end web service contracts with oil and gas companies. When Jeff Bezos unveiled a plan to reach the goals of the Paris climate agreement 10 years early, employees with the group, Amazon Employees for Climate Justice, publicly criticized the CEO for not being aggressive enough, risking their jobs in the process.

Now, some of those same employees are speaking out in support of the workers on strike. In a letter on Medium, the Amazon climate group drew parallels between the two global disasters. “This pandemic — like the climate crisis — stresses our society, its systems, and institutions. Both crises threaten everybody, but not equally,” the letter said.

“Climate Justice demands that we no longer view Earth and our fellow human beings as expendable resources to be exploited for the gain of a few,” said Maren Costa, a principal user experience designer at Amazon, in a separate statement.

The show of solidarity is a prime example of how the climate movement can uplift wider efforts to achieve justice for blue-collar Americans. Green groups have overlooked working-class people, especially minorities, in the past. That’s due in no small part to the fact that the environmentalism movement has historically had some racist strains. But lately, traditional green groups and justice organizations have been coming together more often to advocate for a more inclusive climate agenda. The momentum for a Green New Deal, an idea popularized by New York Representative Alexandria Ocasio-Cortez, is evidence of that progress (though even that initiative caused some friction between climate and labor advocates).

As of Wednesday afternoon, more than 5,000 Amazon corporate and tech workers had signed an open letter to Bezos calling for better protections for workers. They’re demanding paid sick leave regardless of COVID-19 diagnosis, childcare pay and subsidies for affected workers, hazard pay, and other measures. “While Amazon has made some limited coronavirus accommodations, it needs a comprehensive plan to ensure the safety of all of its workers and the larger public,” the letter said. Coronavirus postpones crucial U.N. climate conference

COP26, the landmark United Nations climate conference of 2020 — originally planned to be held in Glasgow, Scotland, in November — will be delayed due to the coronavirus pandemic.

“The world is facing an unprecedented global challenge & countries are rightly focusing on fighting #COVID19,” wrote Alok Sharma, the president of COP26 and a member of the U.K. parliament, on Twitter. “Due to this, #COP26 has been postponed.”

Policymakers and scientists have speculated for weeks about whether the conference, which would bring together delegations from almost 200 countries around the world, would be rescheduled due to the pandemic spreading across the globe.

Some had urged decision-makers not to delay the talks, saying that COP26 was a crucial step to advancing the goals of the 2016 Paris Agreement. “If it is going to be canceled, that should only be done at the last possible minute — in October,” Yvo do Boer, a former chief of the United Nations Framework Convention on Climate Change (UNFCCC), told the Guardian in mid-March. (The UNFCCC, the UN treaty responsible for preventing dangerous climate change, is the framework for the annual COP, or “Conference of the Parties,” meetings.)

But with national governments reeling from almost 900,000 cases of coronavirus worldwide, the possibility of a successful and productive COP26 looked increasingly slim.

The conference will be held instead in 2021, but the United Nations and the U.K. have not agreed upon a new date. This is not the first COP to experience logistical problems — last year, COP25 had to be moved abruptly from Chile to Spain due to social unrest — but the disruption in this case will be much more significant.

Countries were expected to present updated national emissions targets at COP26, and there was hope that many countries would pledge to reduce their emissions to net-zero by 2050. The world is currently far off-track to meet the goals set by the almost 200 countries that signed onto the Paris Agreement four years ago.

While the coronavirus may have slowed global emissions for the moment, experts worry that the pandemic will hinder the transition from fossil fuels to renewable energy in the long run. And the COP26 delay could drive attention away from the need to reduce fossil fuel use as quickly as possible.

“COVID-19 is the most urgent threat facing humanity today,” Patricia Espinosa, U.N. executive secretary for climate change, said in a statement. “But we cannot forget that climate change is the biggest threat facing humanity over the long term.”

Don’t be April fooled, Google did not just swear off funding climate deniers

Congratulations! After an approximately 4 billion year–long March, we’ve made it to April 1st. Under normal circumstances, this day would be filled with jolly fun, like cars covered in plastic wrap, sugar in the salt shaker, fake product launches, and of course, the infamous annual Google prank.

But after days or weeks of being shut in our homes, washing our hands to oblivion, eyes glued to charts and maps showing the coronavirus spreading around the country and the number of cases and deaths ticking upward, pranks don’t have much appeal right now. Out of respect for the essential workers who are risking their lives to get us through this, Google officially called off its annual joke.

But it did appear to make a big announcement today. A very convincing statement from CEO Sundar Pichai appeared at the address agreenergoogle.com today, with an exciting message: The company will stop funding climate change deniers.

“In lieu of our normal April Fools’ joke, today we’re getting serious,” it says. The site goes on to list eight organizations that Google has funded or otherwise worked with that have opposed measures to fight climate change like the Paris Agreement and Obama’s Clean Power Plan. It includes an apology for “putting profits over the planet” and for stalling on changing its ways for so long. COVID-19 has forced the company to reckon with the perils of ignoring science, it says.

Sigh, if only that were the case. The site is a prank put out by the New York City arm of the climate protest group Extinction Rebellion. While not everyone will appreciate the group using a global health crisis to further its mission, the message is more sobering than funny. There are more truths on the page than jokes: Google has made substantial contributions to major climate deniers in Washington, including the eight groups listed on the site. It has also been criticized by its own workers for not doing enough to cut its carbon footprint. Despite being a carbon neutral company, the company’s operations still run on fossil fuels, which it makes up for by buying renewable energy and carbon offsets.

As the prank highlights, Google’s funding of climate denial is dangerous. We’re now experiencing something similar to the climate crisis but at “warp speed” and seeing the fatal consequences when people in power fail to heed scientists’ warnings and then downplay the seriousness of a global public health threat. Trump is sneaking environmental rollbacks past a nation in quarantine

In the weeks since the novel coronavirus began its exponential spread across America, schools have closed; churches, synagogues, and mosques have canceled services; and non-essential businesses have shuttered. The U.S. economy has ground to a halt. But the Trump administration and some state governments are still going full steam ahead on rolling back environmental protections.

So what’s been happening while we’ve been sheltering in place? A whole lot. “Consistent” isn’t generally a word used to describe this president, but Trump has been nothing if not consistent in his commitment to ensuring unfettered freedom for big polluters.

On Tuesday, Trump’s Environmental Protection Agency put the nail in the coffin of President Obama’s 2012 rule aimed at curbing auto emissions. That rule would have required automakers to improve the fuel economy standards of their cars and light fleet trucks to by 5 percent on average a year. Trump’s new rule will only require them to raise those standards by 1.5 percent annually. For an idea of how easy Trump has made life for automakers, the industry has said it would boost standards 2.4 per year sans regulation.

Trump says the Safer Affordable Fuel-Efficient Vehicles rule will make new cars cheaper and bolster auto manufacturers in the midst of the coronavirus pandemic. But loosening restrictions on automakers will lead to a billion more tons of carbon dioxide emitted and 80 billion more gallons of gasoline consumed cars over the course of their lifetimes. California is currently in a courtroom tussle with the EPA over a waiver that would allow the state to sidestep Trump’s rule and continue imposing stricter tailpipe emissions rules on vehicles driven in its jurisdiction.

Speaking of the EPA, the agency, helmed by former coal lobbyist Andrew Wheeler, is steadily moving forward with other rollbacks. Among them, a rule that could hobble future federal health regulations by limiting the studies regulators can use in the rulemaking process. Wheeler says the agency’s new rule to require disclosure of the raw data behind scientific studies used by the government to make regulations will increase transparency. Health experts argue it’ll exclude key studies that rely on confidential medical data.

Not content to move ahead with rollbacks that were already in the works, the EPA is also using the coronavirus as an excuse to let polluters loose on the playground. Last week, the agency announced it was going to let facilities like power plants and factories regulate themselves during the pandemic. The EPA will not issue fines for some air, water, and hazardous waste violations, and that loosening of restrictions will take retroactive effect going back to March 13. Companies should “act responsibly,” according to the EPA. Fat chance.

At the Department of the Interior, a similar saga is playing out. Last week, the department refused to extend the public comment period on its proposed reinterpretation of the Migratory Bird Treaty Act, a 1918 rule protecting more than 800 avian species. The agency also kept moving along plans this month to consider drilling projects on previously protected lands in Alaska and New Mexico, and is continuing oil and gas drilling lease auctions apace.

States are getting in on the deregulatory action, too. Over the past two weeks, Kentucky, South Dakota, and West Virginia quietly passed laws that would penalize pipeline protesters. Under the new state laws, fossil fuel infrastructure like the Dakota Access Pipeline are designated “critical infrastructure” or “key infrastructure assets.” Causing damage above a certain dollar amount or tampering with those assets could now lead to felony charges.

Meanwhile, the governors of New Hampshire, Massachusetts, and Illinois have already temporarily banned or officially discouraged reusable bags in grocery stores, and Maine’s plastic bag ban is being postponed until January 2021. Republican officials arguing against efforts to limit plastic pollution are taking talking points from the plastics industry. The president of the Plastic Industries Association recently said, “As the coronavirus spreads across the country, single-use plastics will only become more vital.” But the science behind the assertion that plastic bags spread the virus is thin, and a recent study showed the virus is still viable on plastic surfaces after 72 hours.

It’s clear that the coronavirus crisis has handed Trump and conservative state lawmakers a once-in-a-lifetime opportunity to do away with environmental protections they find too burdensome. Too bad social distancing isn’t effective for pollution.

Scooters return to their native habitat, and other brilliant coronavirus memes

In the weeks since Italy’s nationwide lockdown went into effect, reports of dolphins returning to the country’s waterways and canals running clear in Venice circulated on social media, prompting some to wonder whether humans, not COVID-19, were the real scourge. “Nature is reclaiming its spaces during quarantine,” one Twitter user said.

That sentiment may seem innocent enough — who doesn’t like to think about dolphins frolicking in a Venetian canal? — but it’s wrong on more than one front. Many of the reports of nature thriving in humans’ absence are bogus. Elephants getting drunk on wine and passing out in a field? Debunked. Water quality in Venice? More or less the same; the canals just look cleaner because boats aren’t churning up sediment every few minutes. Swans returning to Italian canals? They’ve always been there.

And there’s a darker — if unintended — side to claims that nature is better off without humans. It’s not only misanthropic to turn a blind eye to human suffering in the service of conservation; it also echoes some of the dark, racist strains of the environmentalist movement.

Luckily, Twitter has a way of simultaneously generating bad takes and quashing them. Those tweets about nature coming back spawned a new meme. Turns out, dolphins, swans, and elephants aren’t the only critters making a comeback thanks to the coronavirus.

Lime scooters returned to rivers, their native habitat.

Dinosaurs, thought to have gone extinct 65 million years ago, flocked to the streets of Lisbon.

While all of Italy was under quarantine, some of the region’s most iconic native fauna was spotted in nearby forests.

Coronavirus has city dwellers heading for the hills. Here’s why they should stay put.

In the beginning of March, as the first cases of COVID-19 were reported in New York City, Anne Hilton Purvis, a realtor with Coldwell Banker Village Green — a real estate company that serves Upstate New York — started getting calls from clients. They were looking for “a lot of short-term rentals — three months, six months, some people wanted to buy something cash,” she said. At first, Purvis, who is a family friend of this reporter, advised prospective buyers to reach out to Airbnb hosts who might be offering up longer stints instead of daily or weekly listings.

But as the state’s outbreak worsened, and the governor imposed restrictions culminating in a shutdown of the state’s nonessential businesses, she realized it was time to stop showing houses to urbanites trying to flee the big city. “In the short term, if we can follow the rules and stay where we are, that might make this thing not so prevalent,” she said.

Cities across the United States, and New York City especially, are dealing with explosive virus transmission rates and dwindling hospital resources. It makes sense that city dwellers are itching to flee urban areas: Density, as the New York Times recently reported, is the Big Apple’s Achilles’ heel in its fight to contain COVID-19. But there are a number of reasons why they should suppress that urge.

The suburbs and rural areas aren’t necessarily safer from coronavirus than cities are. While cities do have higher populations and higher levels of social contact, living in the suburbs or countryside still requires some contact with other people —which provides opportunities for the virus to spread. Epidemiological sparks in cities can migrate to the suburbs and beyond as people move around. So it’s not really a question of if coronavirus will start circulating in earnest in Upstate New York and other rural and suburban areas, but when. Once it does, rural Americans are at a disadvantage — they’re further from hospitals and have fewer medical resources available to them. Not to mention more than one in five older Americans, who are especially susceptible to coronavirus, live in rural areas. If you leave a city for the countryside, you’re putting them at risk.

A pandemic-fueled mass exodus out of cities doesn’t just potentially put a massive strain on suburban and rural resources, it also adds fuel to another looming crisis: climate change. Density is actually good for us when there isn’t a pandemic afoot (aka the vast majority of the time). It allows for robust mass transit networks, efficient housing, bike lanes, and foot traffic. All of that, in turn, is good for mitigating climate change.

It may sound counterintuitive, since cities have historically suffered from dangerous pollution problems, but city dwellers actually have smaller carbon footprints than folks living in rural places. One report found that average emissions in NYC were less than a third of the U.S. average, mostly because New York’s famously cramped apartments use less energy than the large houses enjoyed by other Americans and because New Yorkers use public transportation instead of driving everywhere. A different study found that the average Manhattan household produces 32 metric tons of carbon each year, while households in a nearby suburb produce 72.5 metric tons on average.

If that isn’t evidence enough to convince urbanites to resist the temptation to trade their tiny dwellings for a pastoral lifestyle, they should consider this: Singapore and Hong Kong, denser cities than New York, have been generally successful in containing the coronavirus thanks to early testing, dogged contact tracing, and mass compliance from its citizens. Much of America is under mandatory social distancing measures right now not because cities are inherently bad, but because the federal government handled the outbreak poorly and Americans are loath to give up their personal freedoms.

So if you’re a city dweller who cares about reducing the spread of COVID-19 and slowing down climate change, stay where you are. Purvis knows that’s not an easy pill to swallow. “We’re a country that doesn’t like to follow rules,” she said. “But the only way to make the virus go away and not hit so many people is if we do follow all of the rules.”

At least the coronavirus stimulus package isn’t bailing out the oil industry

After more than a week of squabbling over what should go into the third coronavirus relief package, the White House and Senate leaders reached a compromise on Tuesday night. And while no climate-friendly provisions made it into the $2 trillion stimulus bill, it wasn’t necessarily bad news for the planet either.

In the days leading up to this near-final bill, much of the debate centered around Democrats’ attempts to include certain green provisions, like support for the struggling renewable energy industry, and a requirement that a bailout for airlines be contingent on emission reduction promises.

The fight broke down into a sandbox tussle on Monday when Mitch McConnell accused Democrats of delaying relief for hospitals and struggling Americans in their pursuit of the Green New Deal, while Democrats argued that if the government was going to bail out the oil industry by purchasing $3 billion of oil for the Strategic Petroleum Reserve, why not help other hurting energy industries, too? The clash seems to have ended in a draw, as neither the oil bailout nor any clean energy or emissions reduction measures are in the most recent version of the bill. The only thing that stuck was $32 billion for the airline industry — no strings attached.

In the midst of the negotiations, a coalition of scientists, academics, and advocates from the environment, justice, and labor movements penned a letter to Congress with their own “menu of solutions” to make the stimulus a win-win for the economy and the environment.

The letter criticizes the American Recovery and Reinvestment Act of 2009, the stimulus package signed by President Obama during the Great Recession, for centering companies over workers, and it offers almost 100 policy interventions to improve on that model. If you’re someone who thought the Green New Deal sounded nice but weren’t sure what it meant in practice, I encourage you to check this letter out. The proposals are highly specific and cover everything from creating jobs to reducing emissions to shoring up communities that are vulnerable to the effects of climate change.

The ideas range from the familiar, like creating green jobs in clean energy, construction, the food system, transportation, and manufacturing, to the creative, like expanding funding for the National Endowment for the Arts to support out-of-work artists and makers. There are layers of proposals within each of the umbrellas I just mentioned, like providing direct funding to transit authorities to help them through the slowdown, changing zoning regulations to promote dense development, providing no-interest loans for local governments to build parks, supporting indigenous farming practices and protecting native seeds, and ending fossil fuel subsidies and directing those funds to help workers transition to new jobs.

The letter’s authors aren’t the only ones thinking about how the country could bounce back from coronavirus while getting ahead on climate change. Grist staff spoke with seven experts with more ideas for a green stimulus. While most called for short-term measures similar to the ones Democratic senators fought for, in the long term many wanted to see major investments in clean energy infrastructure with a focus on hiring from and serving under-resourced communities and communities of color.

Even though the $2 trillion stimulus that Congress is voting on this week is void of consideration for the planet, experts are saying it will probably only get us through the next few months. That means many of these ideas could still come into play in future legislation.

One state just banned reusable shopping bags to fight coronavirus

New Hampshire Governor Chris Sununu announced last week that reusable bags will be temporarily banned during the COVID-19 outbreak, and that all retail stores will be required to use single-use paper or plastic bags.

The move is a dramatic reversal of the recent trend of states and municipalities banning single-use plastic bags. Over the past few years, Hawaii, California, and more recently Oregon and New York have prohibited the use of plastic bags. The bans are an effort to reduce plastic pollution, which is driven by single-use plastics like shopping bags and has taken a terrible toll on ocean ecosystems.

“Our grocery store workers are on the front lines of COVID-19, working around the clock to keep New Hampshire families fed,” said Sununu, a Republican, in a statement announcing the executive order. “With identified community transmission, it is important that shoppers keep their reusable bags at home given the potential risk to baggers, grocers and customers.”

New Hampshire isn’t the only state to revisit its plastic bag policies due to COVID-19: Maine has postponed a plastic bag ban that was set to go into effect on Earth Day, and New York’s Department of Environmental Conservation has said it won’t take any enforcement actions against retailers who violate the state’s new ban until May. But New Hampshire is the first state to take the additional step of banning reusable bags.

So will the reusable bag ban make grocery store shoppers and workers safer? The science on that is somewhat shaky. It’s highly unlikely for the virus to spread from one person to another via a reusable cloth bag or another fabric, Vineet Menachery, an assistant professor of microbiology at the University of Texas Medical Branch, told Grist earlier this month. While the novel coronavirus, like previous coronaviruses, has been shown to survive for up to three days on plastic and stainless steel surfaces if left undisturbed, it’s easily destroyed with soap and water, or rubbing alcohol. So washing a cloth bag with detergent would stop the virus in its tracks.

That said, grocery store workers obviously don’t know whether a person bringing a reusable bag into a store has cleaned it recently or not. Sununu is right that grocery store workers are on the frontlines of this public health crisis, and we should all probably be doing what we can to make their lives easier and less stressful these days. And the climate impact of plastic vs. paper vs. cloth bags is actually more complicated than you might think — although reusing a bag you already own is always a more climate-friendly option than creating demand for a new bag.

So eco-conscious New Hampshirites shouldn’t feel too bad about obeying the governor’s order for now. Just make sure to keep tabs on your reusable bags so you don’t have to buy new ones once the pandemic is over.

Even coronavirus can’t stop Trump’s environmental rollbacks

On Thursday, political risk research and consulting firm the Eurasia Group released an updated version of its “Top Risks 2020” report to show how coronavirus has sped up the trends that worry the group the most. The new report warns that the public health crisis will pull attention and resources away from addressing climate change.

“With large-scale protest activity diminished because of social distancing, civil society actors will turn to cyber and online tools to apply pressure on companies and governments, most of which will have less appetite and ability to respond to climate change,” the report says.

In addition to climate action, environmental protection at large may be threatened. The Trump administration is in the process of implementing major environmental policy changes, such as a rule that would allow companies to kill birds without repercussions, a total overhaul of the bedrock National Environmental Protection Act, and new restrictions on the types of scientific research the EPA can use in decisions that affect public health. “The government has been trying to rush through and finalize rollbacks before the upcoming election,” said Kieran Suckling, executive director of the Center for Biological Diversity, an environmental nonprofit. “Trump wants to be able to say ‘I accomplished all this.’”

Even with the nation’s attention turned to a public health crisis, the administration does not appear to be slowing down. On Wednesday night, the EPA officially opened the required 30-day comment period for its proposal to limit science that can be used in regulatory decisions. Due to the coronavirus, there will be no public hearing.

On Thursday, the comment period for the Migratory Bird Treaty Act closed, despite pleas for an extension from conservation groups. Also on Thursday, the head of the Federal Energy Regulatory Commission told reporters that he did not plan to delay the commission’s regulatory actions during the pandemic. And earlier last week, a BLM spokesperson told E&E News that the agency did not plan to postpone oil and gas lease sales.

Typically, when policy changes are proposed, they have to undergo a robust public input process, said Jesse Prentice-Dunn, Policy Director for the Center for Western Priorities. Legally, he said, agencies have to take the public’s comments into account, respond to them, and incorporate them into decision-making. “If you don’t actually have the public able to attend public meetings, able to really thoughtfully put together public comments, then that’s kind of short-circuiting that feedback process,” he said, and it allows agencies “to kind of move forward with whatever they want.”

More than 80 environmental organizations sent a letter to Secretary of the Interior David Bernhardt on Thursday requesting that the department suspend major policy and regulation changes, oil and gas lease sales, and public comment periods for the immediate future.

A spokesperson for the Department of the Interior told Grist, “All DOI actions, including comment periods and lease sales, are being evaluated on a case-by-case basis and adjustments are being made to ensure we are allowing for proper public input, while protecting the health and safety of the public and our employees.”

While the public at large may not have the mental bandwidth or physical ability to participate in rulemaking procedures right now, environmental organizations are keeping the pressure on, especially in the courts. “We’ve got about 100 active lawsuits to protect our air, water and endangered species and thus far they are proceeding,” said Suckling. “The federal courts have not stalled any of them yet.”

On Wednesday, after the Trump administration proceeded with an auction for offshore oil and gas leases in the Gulf of Mexico, environmental groups immediately filed a legal challenge to the sale. On Thursday, groups filed a lawsuit against the EPA for approving new chemicals without adequately informing the public, in violation of the Toxic Substances Control Act.

“[W]e are continuing to hold the Trump Administration accountable for its efforts to undermine our climate and clean air and water safeguards,” Sierra Club executive director Michael Brune said in a statement to Grist. “The work may look different right now, but we’re still pushing forward to create the world we want to see together.”

Puerto Rico faces another disaster: The coronavirus pandemic

Puerto Rico has experienced a whirlwind of public health crises in the last few years. In 2017 Hurricane Maria left roughly 3,000 dead and thousands more displaced, making the island something of a patient zero for a world in which warmer global temperatures produce ever more deadly disasters. Then, this January a series of disastrous earthquakes once again put the U.S. territory’s strained infrastructure to the test. Now the new coronavirus has reached its shores.

Puerto Rican Governor Wanda Vázquez signed an executive order on Sunday to shut down the majority of businesses on the island (supermarkets, pharmacies, gas stations, and banks are exempt) and impose a 9 p.m. to 5 a.m. curfew through March 30. People who violate the lockdown order could face a fine of up to $5,000 or six months in jail. The move comes as Puerto Rico confirmed five COVID-19 cases on the island in the last few days.

“We already have a fragile social fabric, because we’ve had to experience a great number of shocks” in recent years, said Christine Nieves, co-founder and president of the nonprofit Emerge Puerto Rico (and member of the 2018 Grist 50). “Now, we have a situation where we have to remain indoors, but there are negative side effects to that. In particular, older people alone at home could be potentially put in a situation where no one is checking in.”

More than 20 percent of Puerto Rico’s population of nearly 3.2 million is 65 or older — an age cohort that is particularly at risk for severe and fatal COVID-19 infections. The island’s health infrastructure has not yet fully recovered from the shock of Hurricane Maria, when insufficient power and fresh water compounded patients’ suffering even after they had been admitted to the hospital.

Puerto Rico is also still grappling with the aftermath of the January earthquakes that destroyed three major hospitals and sent thousands of frightened people in the southern part of the island to camp outdoors, making them more vulnerable to the spread of illness — including the novel coronavirus. Nieves told Grist that the government still has not restored feasible housing options for people in the camps and that many of them are still living precariously in makeshift tents out in the open. (Puerto Rico’s Department of Health did not respond to requests for comment.)

“It’s been three years of nonstop shocks,” said Nieves. “People are tired. They are burnt out, and their immune systems are likely low, because they’re not taking care of themselves.”

The pandemic is also decimating tourism, a major component of the island’s economy. On Tuesday, Governor Vázquez demanded that the Federal Aviation Administration suspend all domestic and international flights to the island for 14 days and let her shut down airports.

It’s a new test for the island’s government. The Vázquez administration has been criticized for not acting swiftly enough as soon as the virus escalated in the mainland U.S. and (perhaps unfairly) for not more quickly obtaining test results from the Centers for Disease Control and Prevention in Atlanta, Georgia, after a few suspected cases initially emerged. Meanwhile, Puerto Rico’s health secretary, Rafael Rodríguez-Mercado, resigned last Friday.

“Frankly, the government has been so negligent in responding,” said Nieves. “Our biggest bet right now, the one thing that we’re holding on to, is that the virus doesn’t spread because of our island’s temperatures.”

But Nieves noted that, unlike the common flu — which peaks during the winter season and then dies down as temperatures warm — it’s not yet known how the novel coronavirus fares in warmer temperatures.

Regardless of the circumstances, Nieves sees the nascent outbreak as an opportunity to step back and reflect on what Puerto Ricans have learned from previous disasters.

“The coronavirus does present a stop in rebuilding,” she said. “But it also presents a window of reflection, because not necessarily being fast and efficient can get us to where we want to go — so it’s a great opportunity and a great moment to consider what kind of world we are rebuilding for.”
