China and the U.S. really want you to know we’re in it together on climate change.

On Saturday, Presidents Obama and Xi Jinping formally joined the Paris climate agreement in a joint event in China, giving the deal a big boost from the two top polluters.

The future of the climate agreement is something of a numbers game: 55 countries representing 55 percent of global greenhouse emissions must ratify it before the deal becomes official. China and the U.S. together represent 38 percent of global emissions.

If all the countries that said they will try to ratify the deal this year do so, including Brazil, Japan, Argentina, and South Korea, then the agreement could be entered into force before year’s end.

The sooner Paris is official, the better, the thinking goes: It gives nations a head start on how they’re going to meet their (non-legally binding) promises, and makes Donald Trump’s promises to “cancel” the agreement look foolish.

“This is momentum with purpose,” a White House adviser said in a press call Friday.

Just six years ago, Obama famously crashed a secret meeting held by China, India, and Brazil because the Copenhagen climate negotiations were deadlocked. Considering their complete transformation in years since, their joint ratification is a remarkable symbolic moment.

A 12-year-old boy in the far north of Russia has died in an outbreak of anthrax that experts believe was triggered when unusually warm weather caused the release of the bacteria. The boy was one of 72 nomadic herders, including 41 children, hospitalized in the town of Salekhard in the Arctic Circle, after reindeer began dying en masse from anthrax. Five adults and two other children have been diagnosed with the disease, which is known as “Siberian plague” in Russian and was last seen in the region in 1941. More than 2,300 reindeer have died, and at least 63 people have been evacuated from a quarantine area around the site of the outbreak. “We literally fought for the life of each person, but the infection showed its cunning,” the Yamal governor, Dmitry Kobylkin, told the Interfax news agency. “It returned after 75 years and took the life of a child.” The tabloid LifeNews reported that the boy’s grandmother died of anthrax at a nomad camp last week. Authorities said the outbreak was linked to climate change. For the past month, the region has been experiencing abnormally high temperatures that have reached 95 Fahrenheit. Anthrax spores can survive in frozen human and animal remains for hundreds of years, waiting to be released by a thaw, according to Alexei Kokorin, head of WWF Russia’s climate and energy program. “Such anomalous heat is rare for Yamal, and that’s probably a manifestation of climate change,” he said. Average temperatures in Russia have increased by 0.43 degrees Celsius (0.77 degrees F) in the past 10 years, but the rise has been more pronounced in areas of the far north. The warmer climate has begun thawing the permafrost soil that covers much of Russia, including cemeteries and animal burial grounds. Thawing permafrost has also led to greater erosion of river banks where nomads often buried their dead, Kokorin said. “They didn’t bury deep because it’s hard to dig deep in permafrost,” he explained. According to custom, the Nenets tribe often inters its dead in a wooden coffin on open ground. The disease from thawing human and animal remains can get into groundwater that people then drink. The boy in Salekhard died from the intestinal form of the disease, which typically results in fever, stomach pain, diarrhea and vomiting. Other reports said a local cemetery was suspected, or infected venison. Three unusual sinkholes were discovered on the Yamal peninsula in 2014, a phenomenon that many scientists also tied to climate change. Thawing permafrost could have allowed gas in the ground to explode, they said. This summer, researchers have filmed grassy ground on an island off the Yamal peninsula that appeared to bounce under their feet. In Paris, bicycle highways are trés chic

Paris has inaugurated its first bike highway. Opening last May, the 0.5-mile stretch of freshly paved road alongside the Bassin de l’Arsenal is part of the Réseau express vélo (“REVe”), an initiative to build fast-track bike lanes free of motorized vehicles. It’s only the first section of the soon-to-be 28-mile network of bike highways that will cross the city by 2020.

In 2015, the city voted unanimously to spend €150 million ($164.5 million) on expanding and improving its biking infrastructure, including REVe (which translates to “dream” in French). Cyclists will benefit from more bike-friendly rules — including the freedom to turn without waiting for a green light at every intersection — as well as new bike stands and two-way bike lanes on one-way streets.

Sandrine Gbaguidi, a local biking blogger, rarely leaves home without her bike, using it to run errands, get to work, or just find a nearby park. But that wasn’t always the case. When Gbaguidi moved to Paris from Dakar six years ago, she first used public transit to get around because she was too afraid to bike. She bought a bike after three years in Paris — and, as she feared, there was a steep learning curve. “You’re constantly on your guard and annoyed or irritated,” says Gbaguidi. “Biking is supposed to be fun and relaxing.”

Gbaguidi’s initial fears are not unique. In 2014, bikes amounted for only 5 percent of daily traffic in the city, accounting for about 225,000 trips. Although that number is growing annually, it still doesn’t compare to the 15.5 million daily trips by car, tallied in 2012. Meanwhile, other European cities like Copenhagen and Amsterdam report 55 and 43 percent, respectively, of their daily traffic happening on bikes.

Charles Maguin, president and co-founder of Paris en Selle, a biking association, says one reason people don’t bike in France’s capital is that they don’t feel safe competing with motorized vehicles on the road. Paris en Selle was founded in 2015 when Maguin noted the lack of biking groups advocating for the cyclist’s safety in terms of laws and infrastructure. “Parisians would rather take the Metro for a short commute than bike to work,” says Maguin.

But the Metro, while popular, is not valued for comfort or cleanliness, especially during rush hour. Commuters breathe in more pollution using the Metro than while riding a bike, according to a study conducted in 2009 by Airparif, an association monitoring atmospheric pollution in the greater Paris area.

Above ground, Maguin says that since the automobile became popular in the 20th century, the city has continued to prioritize cars over bicycles and pedestrians. To this day, there‘s a persisting stereotype of an average cyclist as a Parisian “bobo,” or hipster, biking in the city with a baguette in their front basket. But Maguin stresses that this cliché is outdated as more people consider biking for getting around the city. All that’s missing is the right infrastructure to encourage more riders.

Riding a bike in Paris is as much a mental workout as it is a physical one. Although there are bike lanes on most roads in the city today, cyclists are still being pushed out by other vehicles that share the same lane. Sharing the road with motorized vehicles creates a sense of insecurity, says Maguin.

The new REVe network aims to counter that. With these new bike lanes, the city hopes to see daily bike trips increase from 5 to 15 percent by 2020. The initiative will not only build highways for bikes, but it will also double the number of bike lanes from 435 to 870 miles, making the system more efficient and inclusive. And with the creation of 7,000 more advanced stop lines at red lights (with priority given to bikes at every intersection), cyclists won’t be as restricted by car traffic.

Paris mayor Anne Hidalgo’s initiative to create a more bike and pedestrian-friendly city is part of a multi-year plan to make the city greener, including goals to reduce car traffic on its roads and the air pollution it creates. One of Hidalgo’s projects even involves turning major boulevards like the Champs Élysées into pedestrian streets.

Paris en Selle salutes the mayor’s effort to incorporate cyclists into city planning, but wants to push these initiatives even further. “I hope that biking gets to be considered as a viable alternative means to get around the city, and not just a project run by green parties for the Parisian hipster,” says Maguin.

As negotiators headed to Copenhagen in December 2009 to forge a global climate pact, concerned U.S. business leaders and liberal luminaries took out a full-page ad in the New York Times calling for aggressive climate action. In an open letter to President Obama and the U.S. Congress, they declared: “If we fail to act now, it is scientifically irrefutable that there will be catastrophic and irreversible consequences for humanity and our planet.”

One of the signatories of that letter: Donald Trump.

Also signed by Trump’s three adult children, the letter called for passage of U.S. climate legislation, investment in the clean energy economy, and leadership to inspire the rest of the world to join the fight against climate change.

“We support your effort to ensure meaningful and effective measures to control climate change, an immediate challenge facing the United States and the world today,” the letter tells the president and Congress. “Please allow us, the United States of America, to serve in modeling the change necessary to protect humanity and our planet.”

In every conceivable way, the letter contradicts Trump’s current stance on climate policy. On the campaign trail, Trump has said he is “not a big believer in man-made climate change.” Last fall, after Obama described climate change as a major threat to the United States and the world, Trump said that was “one of the dumbest statements I’ve ever heard in politics — in the history of politics as I know it.”

The 2009 ad also argues that a shift to clean energy “will spur economic growth” and “create new energy jobs.” But these days, Trump contends that U.S. action to limit greenhouse gas emissions would put the country at a competitive disadvantage. In 2012, he went so far as to claim: “The concept of global warming was created by and for the Chinese in order to make U.S. manufacturing non-competitive.”

The Copenhagen conference that inspired the open letter was part of the same two-decade-long U.N. negotiating process that led to a global climate deal in Paris last year. But whereas in 2009 Trump supported the process via the ad, now he wants to sabotage it, promising recently to “cancel” the Paris accord.

The Trump campaign did not respond to a request for comment on Wednesday.

Trump’s signature on the ad, which ran in the Times on Dec. 6, 2009, stands out on a list dominated by liberal media and business figures, including the founder of Patagonia, the cofounders of Ben & Jerry’s, the president of CREDO Mobile, the executive producer of Al Gore’s An Inconvenient Truth, celebrity chef Tom Colicchio, actors Kate Hudson and Adrian Grenier, media heavyweights Martha Stewart and Graydon Carter, and New Age author Deepak Chopra.

None of the signers that Grist interviewed this week could recall who had organized the letter or knew who had asked Trump to sign. The website of the group listed on the ad, businessleaders4environmentalchange.us, is now defunct, and no information was available on who had registered it.

Beyond the Times ad, Trump has supported climate causes and expressed concern about global warming at least twice before. In 2014, Trump sent a $5,000 check to Protect Our Winters, a climate advocacy nonprofit for skiers and snowboarders, after a Celebrity Apprentice contestant requested his support.

The second time was when climate change hit The Trump Organization’s bottom line: His golf course in Ireland is threatened by coastal erosion, so the company recently applied for a permit to build a seawall to protect the property from “global warming and its effects.”

Other than that, Trump has been fairly consistent in his views on climate change — or consistent for Trump. Two months after signing the open letter, he told members of the Trump National Golf Club that Al Gore should be stripped of his Nobel Prize because that winter had been cold. “Gore wants us to clean up our factories and plants in order to protect us from global warming, when China and other countries couldn’t care less,” he said. “It would make us totally noncompetitive in the manufacturing world, and China, Japan and India are laughing at America’s stupidity.”

Now that sounds more like the Republican nominee.

Should We Respond to Climate Change Like We Did to WWII?

On December 7, 1941, Japan’s surprise attack on the American naval base at Pearl Harbor killed more than 2,000 people and drew the country into World War II. President Franklin D. Roosevelt established the War Production Board to oversee the mobilization, as factories that once produced civilian goods began churning out tanks, warplanes, ships, and armaments. Food, gasoline, even shoes were rationed, and the production of cars, vacuum cleaners, radios, and sewing machines was halted (the steel, rubber, and glass were needed for the war industries). Similar mobilizations occurred in England and the Soviet Union. Today, some environmentalists want to see a similarly massive effort in response to a different type of existential threat: climate change. These proponents of climate mobilization call for the federal government to use its power to reduce carbon emissions to zero as soon as possible, an economic shift no less substantial and disruptive than during WWII. New coal-fired power plants would be banned, and many existing ones shut down; offshore drilling and fracking might also cease. Meat and livestock production would be drastically reduced. Cars and airplane factories would instead produce solar panels, wind turbines, and other renewable energy equipment. Americans who insisted on driving and flying would face steeper taxes. Though climate mobilization has existed as a concept for as many as 50 years, it’s only now entering the mainstream. Green group The Climate Mobilization pushed the idea during a protest at the April 22 signing of the Paris Agreement. On April 27, Senators Barbara Boxer and Richard Durbin introduced a bill Despite these inroads, climate mobilization remains a fringe idea. Its supporters don’t entirely agree on the answers to key questions, such as: What will trigger this mobilization—a catastrophic event or global alliance? Who will lead this global effort? When will the mobilization start? And perhaps the greatest hurdle isn’t logistical or technical, but psychological: convincing enough people that climate change is a greater threat to our way of life than even the Axis powers were. Lester Brown, environmentalist and founder of the Earth Policy Institute and Worldwatch Institute, says he first introduced climate mobilization in the late 1960s. His approach is holistic—and ambitious. “Mobilizing to save civilization means restructuring the economy, restoring its natural systems, eradicating poverty, stabilizing population and climate, and, above all, restoring hope,” he wrote in his 2008 book, Plan B 3.0. Brown proposes carbon and gas taxes, and pricing goods to account for their carbon and health costs. In his “great mobilization,” all electricity would come from renewable energy. Plant-based diets would replace meat-centric ones. According to Brown, this new economy would be much more labor-intensive, employing droves of people in services like renewable energy and in compulsory youth and voluntary senior service corps. Brown also advises the creation of a Department of Global Security, which would divert funds from the U.S. defense budget and offer development assistance to “failed states,” (he cites countries such as Afghanistan, Myanmar, and Iraq) where climate change’s impact on available natural resources will exacerbate political instability. This may sound far-fetched, but Brown believes we’re at a tipping point for climate mobilization. The economy is increasingly favoring renewables over fossil fuels, and grassroots campaigns like the Divestment Movement are gaining steam. Any number of circumstances could push the globe over the edge toward mobilization: severe droughts that create conflicts over water, or the accumulation of climate catastrophes from raging fires to hurricanes. When we cross over, Brown told me, “suddenly everything starts to move. … We’re just going to be surprised at how fast this transition goes.” For environmentalists who’ve seized upon Brown’s idea, the transition has not been fast enough. They’ve tailored their plans to include more explicit links to the war effort and a new sense of urgency. In 2009, Paul Gilding, the former executive director of Greenpeace International and a member of the Climate Mobilization’s advisory board, and Norwegian climate strategist Jorgen Randers published an article outlining “The One Degree War Plan.” The authors set out a three-phase, 100-year proposal for healing the planet, beginning with a five-year “Climate War.” In that first phase, a cadre of powerful countries—the United States, China, and the European Union, for example—would act first, forming a “Coalition of the Cooling” that would eventually pull the rest of the globe along with them. Governments would launch the mobilization and reduce emissions by at least 50 percent. One thousand coal plants would close. A wind or solar plant would blossom in every town. Carbon would be buried deep in the soil through carbon sequestration. Rooftops and other slanting surfaces would be painted white to increase reflectivity and avoid heat absorption from the sun, which makes buildings and entire cities more energy-intensive to cool. Later, a Climate War Command would distribute funds, impose tariffs, and make sure global strategy is “harmonized.” According to the paper, this Climate War should start as early as 2018. Much has changed since the release of Brown’s Plan B 3.0. Months after Gilding and Randers published “The One Degree War Plan,” climate negotiators faced the crushing defeat of the U.N. Climate Change Conference in Copenhagen, where delegates left without toothy commitments. The world has experienced one record-breaking temperature after another, and two of the three global coral bleachings on record. Last year’s climate conference in Paris was a relative success, as an unprecedented number of countries proposed plans to cut their emissions. And although the final agreement won’t bind countries legally, the consent to meetings every five years to consider ramping up commitments and the efforts of groups like the “high ambition coalition,” which pushed for a legally binding agreement, showed progress. But even before the ink dried, environmentalists and some politicians condemned the wishy-washy language and limp goals. Leaving the fate of the planet up to such diplomacy has “always been a delusion—one that I had, by the way,” says Gilding. “In that diplomatic world they have a notion of political realism which is quite separate from physical reality,” says Philip Sutton, a member of The Climate Mobilization’s advisory board and a strategist for an Australian group advocating a full transition to a sustainable economy. “The physical reality is now catching up with us.” To compare the fight against climate change to WWII may sound hyperbolic to some, but framing it in such stark, dramatic terms could help awaken the public to that “physical reality”—and appeal to Americans less inclined to worry about the environment. “It’s not tree hugging—it’s muscular, it’s patriotic,” said Margaret Klein Salamon, director and co-founder of The Climate Mobilization. “We’re calling on America to lead the world and to be heroic and courageous like we once were.” When Salamon began working on the group that would become the Climate Mobilization, she was earning her PhD in clinical psychology. “I view it as a psychological issue. What we need to do is achieve the mentality that the United States achieved the day after the Pearl Harbor attacks,” Salamon said. “Before that there had been just rampant denial and isolationism.” Indeed, climate denial is still pervasive. Only 73 percent of registered U.S. voters believe global warming is even occurring according to the most recent survey. Only 56 percent think climate change is caused mostly by human activity. It’s going to take a catastrophe much worse than Hurricane Katrina or Sandy to alter public opinion to the degree necessary for a climate mobilization—and even then, achieving that war mentality may be impossible. “We’re good at fighting wars. … We fight wars on drugs and wars on poverty and wars on terrorism,” says David Orr, a professor of environmental studies and politics at Oberlin College. “That becomes kind of the standard metaphor or analogy for action.” But climate change is “more like solving a quadratic equation. We have to get a lot of things right.” There are other reasons the war analogy doesn’t hold up. WWII mobilization was prompted by a sudden, immediate threat and was expected to have a limited time span, whereas the threat of climate change has been increasing for years and stretches in front of us forever. But perhaps the biggest difference is that our enemies in WWII were clear and easy to demonize. There is no Hitler or Mussolini of climate change, and those responsible for it are not foreign powers on distant shores. A top climate negotiator isn’t stressing out over the future of the Paris agreement

Before the Paris climate agreement enters its next stage – getting signed by 155 countries at the United Nations headquarters on Friday – I caught up with the United States’ outgoing special envoy for climate change on the phone. Todd Stern, who has stepped down to pursue teaching and other projects, was digging himself out of seven years of paperwork in his State Department office.

Stern’s departure comes after he helped the Obama administration accomplish its goals at the Paris conference (COP 21) in December, laying the groundwork for the first global climate agreement to cover the vast majority of greenhouse gas emissions.

The future of the Paris agreement is far from secure; 55 countries representing 55 percent of world emissions need to ratify it and its effectiveness relies on countries delivering on (and exceeding) their national pledges. And of course, the U.S. government’s position remains tenuous until the next president takes office.

Stern’s career in international climate politics dates back to the ill-fated Kyoto conference of 1997. His experience putting together deals at Kyoto and Copenhagen, and watching them unravel, could explain why Stern insists the Paris agreement will succeed despite all the challenges. In our recent interview, Stern said he doesn’t wring his hands and wonder, “Oh, my God, what if” the whole thing unravels, because he doesn’t see it happening. “Call me crazy, but I don’t think so.” After all these years of working in painstakingly incremental climate negotiations, Stern remains an optimist.

This interview is edited for clarity and length.

Q. How does it feel to be packing up?

A. I ended up staying, probably a lot longer than I originally intended when I started in 2009. At some level, we were officially working on this particular negotiation for four years [since the end of 2011] but were really working on the whole thing for seven. I wanted to stay and see it through to the end, and it worked better than anybody had hoped. So this is a good time for me to go.

Q. Do you have any regrets from how you approached the Paris talks and any regrets about the outcome?

A. With respect to Paris, I don’t think that I would say we had real regrets. Obviously, there’s a lot more to do. We made a start, and there’s a tremendous amount of follow-up to do, so it’s not like I’m saying Paris is the be-all and end-all, because that’s certainly not true, but in terms of what’s achievable in Paris, I think we did pretty well.

Q. Paris still left a lot of issues unclear. What needs to happen at the next United Nations climate conference in Marrakech, Morocco?

A. There are a set of different follow-up actions that are called for by the Paris agreement or the accompanying decision itself. You need guidelines for transparency; there are issues on accounting and finance.

All of those follow-up measures that are called for need to be negotiated and worked out over the course of the next few years. There are a small handful of things called for in Marrakech itself, but mostly, we’re talking about beyond Marrakech.

Q. What do future conferences need to accomplish to resolve outstanding issues?

A. In 2018, there’s going to be the first five-year global stock take of how countries are doing on the global emissions goals. Then, two years after each global stock take, there will be a review, with the first one happening in 2020.

Some countries have five-year targets, some countries have 10-year targets. Countries with five-year targets will be putting in a new target. Countries with 10-year targets might be putting in a new target in 2020; their target might still be running for an additional number of years, but they are required to take another look at it in light of science and technology development and make a determination as to whether they should increase it. They have to submit something in writing about whether they’re going to stay where they are or increase it. That’s the kind of ratcheting processes that are going to happen every five years.

Apart from the specifics of what happens in the COP [United Nations climate conference] process, the most important thing is what countries do nationally to drive the emission reductions, drive the transformation from high to low carbon that is required to solve the problem. A lot of it is going to happen at the national levels, even sub-national levels.

Q. What did you learn from your experience at other climate conferences that helped the U.S. position in Paris?

A. Going all the way back to the Kyoto and Buenos Aires conferences in ’97 and ’98 — my first exposure to this issue — one thing I took away was that it was going to be very important, diplomatically, to create a forum where the major players, both developed and developing, get together on a regular basis at a high level and have a civilized, calm, reflective, candid conversation about whatever the hard issues were at the moment.

Coming to the Obama administration, we took President Bush’s Major Economies Forum and we gave it a mission to advance the negotiations with high-level administrators coming together three or four times a year.

I think my sense of needing to do that came out of experiencing the kind of circus and cacophony of my first two U.N. climate conferences.

I always have tried to think both forward and backward. Whatever year you’re in, think about where you want to land, and then try to walk backward to how you’re going to get there. That’s an evolving process. What you think in March is not going to be the same thing that you think in May.

Somebody famous said, “Everybody has a plan until they get punched in the mouth.” This is a slightly more diplomatic version of that. I’ve always tried to be very direct and candid with people, and I think that’s not a diplomatic lesson I’ve learned, I think that’s just my nature that I brought to the job.

When negotiating, I always wanted to have in mind, “We could go this far and we couldn’t go further.” You’re trying to find where the common ground is, where the landing zone is.

Q. How much does it affect negotiations when you have candidates for president who are actively undermining your message?

A. As the noise from the campaign gets louder and louder in this election year, obviously people are paying attention to what the candidates are saying, and I’ve been asked plenty of times about that. I mean, I’m still at the State Department, so I’m not gonna get political here. But I don’t believe any president is going to pull us out of Paris, because I think quite apart from climate change, the diplomatic fallout would be so serious.

Q. I saw you said that President George W. Bush took “lots and lots of diplomatic flak,” for rejecting the Kyoto Protocol, but despite the fallout, we still didn’t see any progress on global climate action. While there would be fallout for pulling the U.S. from the Paris agreement, how does that ensure the next president might not do it anyway?

A.That’s a fair question, but I think it’s a different situation, really. You know, Kyoto was a good try, but Kyoto covered really a fairly [limited] number of nations around the world. It was a good effort, but it was also flawed.

I think what you have now is, first of all, a much broader understanding and realization of what this issue is about and what the risks are by countries all over the world. And you have a structure here which is designed to be long-lasting, designed to be inclusive. It would just be seen as a huge step backward for the United States to do this.

Even with respect to Kyoto, the United States took a really big diplomatic hit for doing that, and I think the diplomatic hit here would be just an order of magnitude larger than was true for Kyoto.

Q. Have you ever thought about what it would feel like to watch this unravel after years of effort?

A. No, I don’t think it’s going to. I honestly don’t think it’s going to. I think it’s enormously important that we charge faster forward, because if you look at what’s happening in the natural world, we don’t actually have that much time. But I don’t think about what’s going to happen if it unravels because I don’t think it’s going to unravel.

Q. OK, well, I don’t want to end on such a pessimistic note on my part.

A. I mean, honestly, I don’t, though, Rebecca. You asked me a straight-up question. I don’t go around wringing my hands about, “Oh, my God, what if” because I actually don’t think that that’s going to happen. Call me crazy, but I don’t think so.
