Desiccated corn and sun-scorched soybeans have been in high supply lately — and we’re paying through the nose for them.

The federal government forked out a record-breaking $17.3 billion last year to compensate farmers for weather-related crop losses — more than four times the annual average over the last decade.

The losses were mostly caused by droughts, high temperatures, and hot winds — the sizzling harbingers of a climate in rapid flux.

Could some of these costs have been avoided? The Natural Resources Defense Council says yes. In a new issue paper [PDF], NRDC analyst Claire O’Connor argues that these taxpayer-reimbursed, climate-related losses could have been largely avoided if farmers used tried-and-true conservation-oriented strategies. But she points out that the Federal Crop Insurance Program provides little incentive to farmers to employ techniques that save water and soil.

“By ignoring how on-farm management affects farmers’ ability to withstand weather events like the recent droughts and floods, the FCIP has become a crutch on which farmers will increasingly be forced to lean while taxpayers pick up the ever-growing bill,” O’Connor wrote in the report. From an introduction to the paper on NRDC’s website:

Rather than incentivizing farmers to adopt risk-mitigating farming practices, FCIP premiums are set using a formula that ignores how important healthy, regenerative farming practices — like conservation tillage, cover cropping and improved irrigation scheduling — are to farmers’ risk management as they increasingly face the threats of drought, floods and other extreme weather events.

Methods like no-till farming not only help soil retain moisture, but also limit erosion, improve soil health and increase a field’s capacity to grow high-yield crops. Such methods offer farmers short-term protections against each season’s catastrophic weather events, promote fertile fields into the future and benefit the environment.

O’Connor suggests that the FCIP offer lower premiums to farmers who reduce their risks by investing in soil- and water-conservation strategies — strategies that could help buffer their crops from the ever-worsening vagaries of climate change.

The Hallowich children were just 7 and 10 years old when their family received a $750,000 settlement to relocate away from their home in Mount Pleasant, Penn., which was next door to a shale-gas drilling site. By the time they’re grown up, they may not remember much about what it was like to live there — the burning eyes, sore throats, headaches, and earaches they experienced thanks to contaminated air and water. And maybe it’s better if they don’t remember, since they’re prohibited from talking about the experience for the rest of their lives.

The terms of Stephanie and Chris Hallowich’s settlement with Range Resources included, like most such settlements do, a non-disclosure agreement preventing them from discussing their case or gas drilling and fracking in general. But the agreement’s extension to their children is unprecedented; one assistant law professor at the University of Pittsburgh called it “over-the-top.”

The Pittsburgh Post-Gazette reports:

According to the transcript [of the settlement hearing], the Hallowichs’ attorney, Peter Villari, said that in 30 years of practicing law he never had seen a nondisclosure agreement that included minor children.

And, although he advised the Hallowichs to accept the settlement, he questioned if the children’s First Amendment rights could be restricted by such an agreement.

According to Villari, the settlement wouldn’t have gone forward unless the couple also signed a document stating their health was not affected by drilling operations. So all the record will show, as a spokesperson for Range Resources put it, is that “clearly the Hallowichs were not in an ideal situation in terms of their lifestyle. They had an unusual amount of activity around them. We didn’t want them in that situation.” Man, if you could get $750,000 just for having an “unusual amount of activity” near your home — say, the construction of some microapartments — development-related NIMBYism would cease to exist.

For people whose property values, health, and quality of life have suffered thanks to fracking, settlements like these can be a bitter pill to swallow. In exchange for much-needed compensation for damages, they’re barred from speaking up about their experiences, which slows the spread of awareness about fracking’s potential risks and helps the cycle of exploitation continue. ClimateProgress explains:

The Hallowich family’s gag order is only the most extreme example of a tactic that critics say effectively silences anyone hurt by fracking. It’s a choice between receiving compensation for damage done to one’s health and property, or publicizing the abuses that caused the harm. Virtually no one can forgo compensation, so their stories go untold.

Bruce Baizel, Energy Program Director at Earthworks, an environmental group focusing on mineral and energy development, said in a phone interview that the companies’ motives are clear. “The refrain in the industry is, this is a safe process. There’s no record of contamination. That whole claim would be undermined if these things were public.” There have been attempts to measure the number of settlements with non-disclosure agreements, Baizel said, but to no avail. “They don’t have to be registered, they don’t have to be filed. It’s kind of a black hole.” …

Sharon Wilson, an organizer with Earthworks, said … “These gag orders are the reason [drillers] can give testimony to Congress and say there are no documented cases of contamination. And then elected officials can repeat that.” She makes it clear she doesn’t blame the families who take the settlements. “They do what they have to do to protect themselves and their children.”

The Range Resources spokesperson said the company doesn’t believe this settlement should apply to the children. But according to the hearing transcript, Range Resources’ attorney asserted not only that the order does indeed apply to the younger Hallowichs, but that the company “would certainly enforce it.”

If Range Resources ever gets its official position straight, the Hallowich kids could be released from the gag order. Until then, they better watch what they say on the playground.

The latest knockoff to be produced in China is the carbon credit.

On Tuesday, the nation’s first carbon-trading program was launched in Shenzhen. Under the small pilot project, 635 companies responsible for 38 percent of the city’s carbon pollution began trading emission allowances. The program is scheduled to be expanded to six other areas by next year and then to the whole country before 2020. It will help China meet a national carbon cap that’s expected to be imposed by 2016.

China’s carbon-trading plans are modeled on similar programs underway in Europe, Australia, California, New England, and other large economies. In fact, carbon trading seems to be catching on with governments everywhere — except the United States.

Though the Chinese program is starting off small, it’s expected to have big ramifications. From Reuters:

While the exchange in the southern city of Shenzhen will not immediately lead to a big cut in China’s emissions of climate-changing greenhouse gas, now the world’s highest, it does still represent a statement of intent by Beijing, campaigners said.

“This is just a baby step when you look at the total quantity of emissions, but it enables China to establish institutions for carbon controls for the first time,” said Li Yan, head of environmental group Greenpeace’s climate and energy campaign in China.

This is one Chinese knockoff that environmentalists and indeed the whole world can welcome.

A company that operates electric-vehicle sharing programs in France is looking to expand, and its executives have settled on Indianapolis for their first American foray. Bolloré Group’s $35 million plan will provide 500 shared cars and 1,200 charging stations at 200 locations throughout Indiana’s capital. The company’s inaugural American initiative will be modeled on its French Autolib program, with sharing slated to begin next year.

A press release describes the program:

The program is based around short one-way rentals, unlike some other US models which require the user to return to the vehicle where they rented it. Users pay a membership fee (daily, monthly, or annually) and receive an RFID card. When they wish to rent a vehicle they reserve a car on-line or at a dedicated car share kiosk, they unlock the car charger with their card, and then swipe the card on the windshield, which unlocks the car and allows them to drive off. The in-car GPS allows the user to reserve a parking spot with a charging station near their destination. Once they arrive, plug-in the vehicle and the transaction is complete. The user can then reserve another vehicle for their next trip, as needed. The rates for the Indianapolis service have not yet been established, but in Paris, membership costs $16 per month and a 20-minute trip costs about $4.50.

Indianapolis won’t be the only city where you can drive an EV through a car-sharing program, as Greentech Media points out. Car2go’s shared Smart cars in San Diego, Calif. are all electric, and its fleet in Austin, Texas, includes some EVs too.

But if the Indy scheme comes together as envisioned, it will be the largest all-electric car-sharing program in the U.S.

Would you like some broiled flounder with your serving of climate apocalypse?

Well, you’re going to have to broil it yourself, because record-breaking temperatures in the Atlantic Ocean are driving the fish away from fast-heating waters toward more hospitable depths and latitudes.

The Atlantic Ocean’s surface temperatures from Maine to North Carolina broke records last year, reaching an average of 57.2°F, nearly three degrees warmer than the average of the past 30 years.

That’s according to new data published by National Oceanic and Atmospheric Administration, which says the jump in average temperature from 2011 to 2012 was the largest recorded one-year spike in the marine region, which is known as the Northeast Shelf Ecosystem. Last year’s average temperature was also the highest recorded there since measurements began 150 years ago.

That’s not too shabby if you fancy a balmy dip in the brine. But the implications for the ecosystem’s wildlife and fisheries could be profound.

The production of plankton, which forms the basis of oceanic food webs, appears to have been affected. NOAA scientists discovered that fall plankton blooms were smaller than normal in the area last year, which would be making it harder for fish and other species to find food right now. And they found that the shelf’s fish and shellfish were fleeing from their normal habitats, chased north or into deeper waters by the extraordinary heat.

These abnormally high temperatures are fundamentally altering marine ecosystems, from the abundance of plankton to the movement of fish and whales. Many marine species have specific time periods for spawning, migration, and birthing based on temperature signals and availability of prey. Kevin Friedland, a scientist in NOAA’s Northeast Fisheries Science Center’s Ecosystem Assessment Program, said “Changes in ocean temperatures and the timing and strength of spring and fall plankton blooms could affect the biological clocks of many marine species, which spawn at specific times of the year based on environmental cues like water temperature.”

Black sea bass, summer flounder, longfin squid, and butterfish were among the commonly fished species that moved northeast as the temperatures rose, NOAA says.

The record-breaking heat off the Atlantic coastline is typical of a worrisome worldwide trend. The world’s oceans are absorbing a lot of the globe’s excess heat. That’s helping keep down land temperatures in a warming world, but it threatens to throw marine ecosystems into turmoil. And scientists warn that the oceans won’t absorb so much of the extra heat forever. Eventually we’re going to broil not only the seas, but also the land.
